The Government of the Russian Federation introduced a bill on the introduction of a fine up to 1.5 million rubles to the State Duma. The bill involves amendments to Art. 6.13 Code of Administrative Offenses. In particular, a new point will be introduced that prescribes responsibility for the propaganda of drugs, psychotropic substances or their precursors on the Internet. The citizens who violate the law will be fined in the amount of 5,000 to 30,000 rubles, officials - from 50,000 to 100,000 rubles, legal entities - from 1 million to 1.5 million rubles. In addition, the court will also be able to impose an administrative punishment in the form of a suspension of the legal entity for up to 90 days.

If the actions provided for by the new article were committed by a foreign citizen or a stateless person, he will find a fine of 4,000 to 30,000 rubles with administrative expulsion outside the Russian Federation, or administrative arrest for up to 15 days with “administrative expulsion outside the Russian Federation or without it”.

So, Article 13.34 of the Code of Administrative Offenses will be supplemented with several amendments, according to which the failure to comply with the obligation to block the corresponding content entails the imposition of an administrative fine on officials in the amount of ten thousand to thirty thousand rubles; For legal entities - from one hundred thousand to five hundred thousand rubles. Repeated violation for the course of the year - from 30 thousand to 50 thousand rubles for officials, and for legal - from 500,000 to 800,000 rubles.

At the end of October 2019, a bill was submitted to the State Duma, which implies a prison term for the propaganda of drugs on the Internet. In particular, it was proposed to introduce a new article into the Criminal Code - 230.3, consisting of two parts. The first part involved a punishment for propaganda or illegal drug advertising in the form of a fine in the amount of up to 500,000 rubles. or imprisonment for up to five years. The same act committed using the media or on the Internet was proposed to be punished either with a fine of up to 1 million rubles, or by deprivation of liberty for up to seven years.
