
Almost 400 million rubles were spent on the implementation of the state program “Environmental Protection” in the Novosibirsk Region in 2017-2018. Most of the expenses paid for the regional budget, said the auditor of the KSP Elena Sablin at a meeting of the agricultural committee of the Legislative Assembly.
She added that almost 273 million rubles were spent on the development of the water management complex, 47 million rubles to support fish farming and fishermen. “General program events” cost 47 million rubles, and only 24.5 million rubles were allocated to improve the ecology and reduce the consequences from environmental pollution. The implementation of the program in the KSP was recognized as effective.
The press service of the regional parliament reported that the defense of the plan amounted to 60 million rubles. It is associated with non -fulfillment of work on state and municipal contracts, the auditor of the KSP said.
Studies paid from the state program’s budget “are the basis for the adoption of administrative measures to violators of environmental legislation, as well as calculating the size of the damage,” added the press service of the Legislative Assembly. The KSP considered that it is necessary to increase the financing of the analytical activities of the regional Ministry of Natural Resources, which oversees the environmental state program.
“We are talking about one-time control,-about control and supervision activities for specific, local measurements. At the same time, the level of expenses of the Ministry of Natural Resources and Ecology of the Novosibirsk Region for the study of the state of the environment, which is up to 500 thousand rubles. In a year, it is insufficient to carry out in full environmental control and monitoring measures. It is necessary to increase at least twice, ”said Yuri Marchenko, deputy minister of natural resources.
The Chairman of the Agrarian Committee Oleg Podima promised him support in increasing financing by another 500 thousand rubles.
Since November 2018, the Novosibirsk Ministry of Natural Resources has been headed by Andrei Danilenko. Previously, he held the post of deputy head of the Verkhne-Oobsky basin water department.
