The head of Memorial was fined for not having the “foreign agent” tag in the database of victims of political terror

The Tverskoy District Court of Moscow fined Yan Rachinsky, chairman of the board of International Memorial, 100,000 rubles for the lack of a “foreign agent” marking on the website “Victims of Political Terror in the USSR.” This was reported by the press service of "Memorial".

The fine was awarded under the article on violation of the procedure for the activities of a non-profit organization performing the functions of a foreign agent (part 2 of article 19. 34 of the Code of Administrative Offenses).

One of Memorial's arguments in court was that it was not required to mark the website www.base.memo.ru , since the list of victims of political repressions posted on it is not a unique copyrighted material by Memorial International. This information is taken from the regional Books of Memory of the Victims of Political Repressions, the authors of which are various independent authors.

On December 30, the organizations issued a fine of 300 thousand rubles under the same article for the lack of marking on the website "Victims of political terror in the USSR."

  • Memorial has launched a collection of donations to pay fines under the article on “foreign agents”.
  • At the moment, 23 courts of first instance out of 28 have passed, the total amount of the fine against Memorials and their leaders has reached 4.6 million rubles.
