The administration of the HSE Perm campus forced students to stop collecting signatures under a letter against amendments to the internal regulations for students and teachers, the student magazine DOXA reports with reference to the telegram channels Ordynsky insider and The Vyshka .

The Vyshka, citing anonymous sources at the Higher School of Economics, reports that students were promised problems with internships, with scientific and teaching careers at the university if they did not stop collecting signatures. The students and the initiative group were instructed by the director of the Perm campus, her deputies and the head of security, where they explained that it was not safe to leave signatures, since the text of the appeal may change, signatures will be handed over under a different appeal. Also mentioned were the Orange Revolutions and damage to the reputation of the campus.

In the official statement of the initiative group, the reason for the refusal to collect signatures and the destruction of sheets with already collected signatures is a meeting with the administration represented by V. • In January, it became known about the appearance of a new version of the "Students' Internal Regulations", developed by the Legal Department of the Higher School of Economics. In it, in the section on the inadmissibility of certain actions, there were actions “contradicting the goals of the activities and values ​​of the Higher School of Economics, defined in the Charter and the Declaration of Values ​​of the Higher School of Economics, the objectives of the university, determined by the founder and the development program of the university.”
• In December, the HSE stripped the student journal DOXA of the status of a student organization. The Council of the Student Initiatives Support Fund decided that DOXA caused reputational damage to the university by publishing a text about the rector of the RSSU Natalya Pochinok, who participated in the election to the Moscow City Duma.
• Recently, open letters on various topics on behalf of HSE students and staff have been published several times online. In August, more than 200 university staff signed a collective letter in support of HSE student Yegor Zhukov, a defendant in the Moscow case. Appeals were also published against the punishment of HSE professor Gasan Huseynov and against the nomination of Vice-Rector Valeria Kasamara for election to the Moscow City Duma.
