Residents of the Leninsk-Kuznetsk district of Kuzbass told Taiga.info about the quality of life in social new buildings.
The cherished order for the instilling in a separate housing of Yevgenia Udinova had to be knocked out through the court. She - 28 years old, an orphan, has been in line since 2002. When she desperately waited and decided to go in legal way, there was already a son in her arms, the second - on the way.
“In May 2019, I was finally given the keys to a one-room apartment in a newly rebuilt three-story building at Egozovo station,” says Evgenia. - Of course, it was embarrassed that housing is located five kilometers from the city, but they assured me that the transport walks regularly, the village has all the social infrastructure - kindergarten, schools, shops. Yes, my husband and I were so delighted with this apartment that we did not think about some nuances. ”
Almost immediately, numerous communal problems were discovered.
“Water water smells disgustingly, yellow, with impurities and sediment, leaves a raid on the sink and bathroom, in the fall it was completely recognized as technical,” the woman lists the inconvenience. - In August, in the overlap between the third and second floor, the pipe broke through. Our apartment is on the third floor, two apartments that are located below were flooded. ”
According to Eugene, the accident excited the residents of the new building, but the locksmith from the management company changed the plastic pipe and the incident was exhausted. In September, when rains were charged, the water leaked through the roof already into the Udumovs’s apartment: “The walls were damp, mold began to appear. The apartment is wet, as in a sauna, and I can’t constantly keep the windows on ventilation - there are two babies in the family. ”
The girl has repeatedly addressed the representative of the developer, LLC Mars, to the administration of the Leninsk-Kuznetsk district, to the regional authorities. “In response, either silence, or the promise to correct everything, but it was necessary to appeal to the State Housing Inspectorate so that at least someone stirred,” she said.
LLC "Mars" was registered on November 22, 2016 in Novosibirsk. The authorized capital of the company is 11 thousand rubles. It is headed by a businessman from Guryevsk Ali Bekov, and the “enrichment of coal” is indicated as the main activity of the company. In 2017-2019, according to the public procurement website, Mars received nine contracts from the Municipal Property Management Committee of the Leninsk-Kuznetsk district for the purchase of apartments. Their total amount exceeded 35 million rubles. One -room apartments were purchased about 32 thousand rubles per square meter.
Specialists of the housing inspection conducted a survey of not only odnushki in Eugene, but the entire building. The audit showed numerous violations: “... air humidity in the living room is 70%, which does not correspond to the regulatory, set by GOST 30494–96 ... The room revealed a decrease in the temperature of the ceiling surface ... During the examination of the basement and attic premises, violations committed during the construction and commissioning of the house were revealed.”
The inspection clarified that the administration of the Leninsk-Kuznetsk district sent a letter to take measures to attract the developer to eliminate the identified violations.
“Only nothing happens,” Evgenia Razumova is indignant. - On December 21, I was forced to contact the municipality again, I was at the reception of the acting Head of the district Evgeny Nikitin. And again [in response] “Create a commission, we will establish circumstances”. The apartment is cold, damp, fungus, windows “flow”, ventilation does not work. My children are constantly sick, then colds, then allergies, then furunculosis. What should we do? "
In such a situation, the majority of the settlers of Egzov’s new buildings were, residents said. In recent years, a dozen three-story “NIF-NIFA houses” have been erected at the station, as the locals called them. Building flaws were found in each house, they say.
“The apartment is cold, the windows are constantly flowing, rags are lying on the windowsills - to collect water, it blows from the ventilation opening,” says Lyubov Shabaeva, a resident of the neighboring house.
She is also an orphan. Next to her, her two sisters Tanya and Masha received her apartments.
“When we stopped into the apartments, they noticed that Linoleum rose on the floor, I had to fix it with tape,” said Shabaeva. - While they brought furniture to the apartment, damaged interior partitions from drywall. They are thin, fragile, no sound insulation. But the biggest problem is water. Not only is it impossible to use it, it cannot be washed and washed. Household appliances are “flying”, brown plumbing. We buy bottled water for drinking and cooking, and we wear from a column for a half kilometer for washing and washing. In fact, there is no water in houses. Is this a well -maintained housing due to us by law? "
Orphan Irina Graryumova lives in Egozovo for a year and a half.
“I have two children. The problems with this social housing have already been surrendered, ”she was indignant. - In addition to endless building deficiencies, which we have to eliminate on our own, we encountered other problems. There are no normal shops in the village, some private traders who have all the products in the highway. There is no pharmacy point, getting to the city is also a problem, especially in frost, flights are simply canceled. But there is no work at the station, it is necessary to go to the city daily, but this turns into a quest when there is no car. They drove us here, like in a ghetto. "
The "Orphan Ghetto" was built in front of Lyudmila Toyurova. She has been living in the village since 2005. According to her, the first social houses in Egozovo began to build five to six years ago.
“We, locals, were very surprised at this fact, because the problem with water has always existed, how much we live here,” says Taiga.info Lyudmila. - How could apartment buildings be built without solving water supply issues? And now with heating the problems have been added. ”
The modular boiler room, put into operation in January 2016, according to residents, cannot cope with the tasks: “The apartments became colder as we were transferred to a new boiler room. To clean the furnaces from the ash, the boilers have to be stopped. The temperature in the system drops, the batteries are cold. "
The administration of the Leninsk-Kuznetsk municipal district of Taiga.info confirmed that until December 2019, the village water supply system was on the balance of Russian railways, but in fact, it is reliable.
“Nobody was engaged in her [water supply system],” said the acting The head of the district Evgeny Nikitin. “Now the municipality has acquired a water chemical system, it will be installed in the warm season.”
At the same time, the local authorities made decisions on commissioning the houses. The deputy head of the construction of the construction Andrei Zavarykin explained that the 18-apartment building on Poleva Street 32 V is located on a three-year guarantee of the developer of Mars LLC.
“They will eliminate the deficiencies. In general, six social houses were built in Egozovo, the seventh is being built, ”he added. -The apartments in these houses were received by orphan children, disabled people, and veterans. But many apartments are empty. For example, three or four families are constantly living in house number 32. The rest of the owners is unknown where. They have accumulated large rental debts. ”
The official confirmed that a special commission of the municipality was selected for the construction of houses in Elezovo, and did not see miscalculations in her work. The argument that the water supply system of the village is in poor condition and has not even been accepted to the balance of the municipality, Zavarykin ignored.
In 2019, Kuzbass increased the costs of resolving the housing issue of orphans to 1.6 billion rubles. A year earlier, 750.5 million rubles were allocated for the purchase and construction of housing from the federal and regional budgets. Housing received 805 orphans.
