The head of the Ministry of Civil Academy offers to provide security officials with online access to Russians data

The new Minister of Communications Maksut Shadaev suggested that by 2024 all employees conducting operational-search activities gain access to citizens' data online. According to Vedomosti, the minister told about this at a meeting of the working group of the State Council in the direction of "Communication, Communication, Digital Economy".

According to the law, employees of the Ministry of Internal Affairs, FSB, FSO, Customs and Foreign Intelligence of the Ministry of Defense can carry out operational-search activities. Currently, many data types, including banking information or to records of telephone conversations, e -mail, and law enforcement agencies are obtained by court decision.

Among other proposals, Maksuta Shadaev is the digitalization of public services and methods of identification of citizens. The minister believes that their main goal is to reduce the time that a citizen should spend on communication with the authorities. In his opinion, this indicator should not exceed three hours a year. Mr. Shadaev also offers by 2024 to ensure the access of citizens to all data about himself that the state has, as well as information about to whom they were transferred.

The Minister of Communications believes that after four years 50% of adult citizens should be registered in a single online identification system with biometria, and 100% of the personal data of a citizen from stateisters should be available to him in the personal account on the portal of public services, the presentation said.

Recall that the digitalization of documents is provided for by the federal project “Normative Regulation” of the National Program “Digital Economy”. In 2020, the government will launch a pilot project to introduce employers of the electronic turnover of labor documents. 42 companies that declared participation in the experiment with the consent of employees will be able to refuse paper when concluding employment contracts, issuing orders on business trips and other personnel documents. This project will be complemented by the previously adopted decision on the introduction of electronic work books, and in the future it will become part of the Supreme Service “Labor Relations Online”, with the help of which Russians, in particular, will be able to conclude labor contracts, look for work and register in employment centers.
