8 million rubles - the amount of a lawsuit presented by the prosecutor's office of the Murmansk region to 4 former employees of the regional government and related structures. Georgy Self, Eduard Nicreshevsky, Sergey Keller and Igor Babenko must answer, according to the supervisory authority, at the funds spent on the sweet life of the former governor Marina Kovtun. The absurdity of this case is that less than a year ago, the same October Court of Murmansk established: none of the four took a dime of money from this money.

In April last year, officials were found guilty of exceeding official powers. According to the court reflected in the court’s sentence, they established a scheme for recovering from the business of the fragment, which, with the help of false agreements, was spent on the entertainment of the then governor, as well as expensive presentations to the guests of the region, from Patriarch Kirill to the former Prime Minister Medvedev. The contract with the supplier just in case was, say, for the purchase of stationery or rent a bus, and a bear hat for Rogozin was actually bought.

The real sums of these expenses were immeasurably more than 8 million, which were included in the case file, as evidenced by the “black accounting”, transmitted by one of the defendants - the Self -District. He led her, understanding the riskiness and illegality of the scheme, and also realizing that sooner or later they would come for him. Then he hoped to prove where in reality the money went, which the head of the region demanded. It was demanding that Igor Babenko spoke about this in court - the only one of the four received a real term of 3.5 years of imprisonment. The rest escaped with a condense.

Babenko said - and the other defendants claimed that Kovtun personally determined the level of entertainment and gifts for guests of the region, personally gave him and other employees instructions to collect a bribe from business, and spend money on amusements, the purchase of fishing equipment and alcohol.

The court separately indicated in the verdict that he did not agree with the investigation, which charged all four mercenary motive for the commission of the crime. There was no self -interest - there was cowardice and willingness to follow the unwritten rules of the rotten system. Because "everyone does it." This was recognized by Babenko in the last word, saying that he was aware of his guilt - precisely in consonant. None of the four were enriched with a penny - so an exotic passage appeared in the prosecution, as if self -interest was expressed for them in "a desire to steadily receive wages." They didn’t come up with anything else.

The vile scheme, in which,, with the signature of Kovtun and Babenko, papers were poured on large enterprises with a request to submit to large children and veterans for food, and in return they came round amounts to Tsatski and banquets, of course, criminal. This is not “abuse”, it is pure corruption, because both sides perfectly understood: this is how the loyalty of power is bought. And the authorities, in turn, bought the loyalty of officials with a rank higher with gifts and offerings. By the way, officials of the federal level are not entitled to receive gifts more than three thousand rubles. And then it reached 60 thousand. It is curious if taxes were paid from these gifts?

But investigating corruption is more difficult than planting those who were leaked the scheme itself. Some kind of good, you will have to take testimonies from the leaders of metallurgical giants who were on the list of sponsors of the regional government. Yes, perhaps, those who got valuable gifts, I repeat, from the Primate of the Russian Orthodox Church to the head of Roscosmos.

In the short term of Babenko, a small time - 3.5 years of general regime - special cruelty. Because six months before Babenko was detained in Murmansk and taken to Moscow, to the "sailor silence." In order to then take two months from there with a stage back to Murmansk. At the stage, his heart stopped. Resuscitation, operation - and again a pre -trial detention center. There he earned a second mortal diagnosis. Then they released under house arrest, to a disabled child. And then - again by the stage, to serve.

I repeat again: not a killer, not a rapist, and not even a “political”, but simply a person who, due to circumstances, has not shown the character and moral qualities. The same as many. Not a fighter and not a villain. There is no punishment in the form of a painful slow death for this.

By the time of arrival in Karelia, in the Segezh colony, Babenko’s condition was such that the court there was not a decision, which was not inclined to particular softness, which was difficult to find in Russian practice: to replace the imprisonment for house arrest without the right to leave the apartment.

During the consideration of the case, the prosecutor’s office did not dare to apply for damages: it was not clear to whom he was caused, and the beneficiary was clearly behind the walls of the court. The money was not budgetary, the donors did not make any complaints, finding the victim is a difficult task. I can’t assume how prosecutors in the new process cope with her. In the previous force of will, they did not find real beneficiaries for the interrogation of real beneficiaries.

It is curious that a new court began only six months after the sentence, when Kovtun had already ceased to be a governor - and, it would seem, fell out of the power clip, losing “untouchability”. But they did not deal against her. So, and the damage will not be paid by her, but all the same switchmen.

As for Marina Kovtun, since this fall, she is the president of the Russian Salmon NP. The founder of the non -profit partnership, according to the tax service, is Vladimir Rybalchenko, the owner of the Northern River CJSC, who owns fishing camps on the four richest salmon rivers of the Kola Peninsula (Kharlovka, Rynda, Eastern persons and gold). Once these rivers were frauded with deception from the local indigenous people by Sami, promising instead of the right of unhindered fishing. Now access there is closed not only by Sami, but also to just bought a license to fishermen. This is a carefully protected area exclusively for their own.

Rybalchenko became the owner of the Northern Rivers at the end of 2012, shortly after the appointment of Kovtun by the governor of the Murmansk region. Now a week of fishing there costs from 10 to 15 thousand dollars.
