
The Ministry of Labor and Social Protection of the Russian Federation proposed to establish a subsistence minimum for the IV quarter of 2019 at the level of 10 thousand 609 rubles . - This is 3.7% less than a quarter earlier. The draft law is published on the official portal of legal information.
The ministry explains their decision with seasonal cost of food, in particular, potatoes and vegetables that occupy a significant part of the food kit of the consumer basket of Russians.
For able -bodied citizens, the new cost of living will be 11 thousand 510 rubles , for pensioners will be 8 thousand 788 rubles , and for children 10 thousand 383 rubles are offered.
Now the cost of living is set at 11 thousand 185 rubles. (For able -bodied - 12 thousand 130 rubles, for pensioners 9 thousand 236 rubles). For the Krasnoyarsk Territory, the average living wage at the moment is 12 thousand 682 rubles. - In October 2019, it was increased by 0.1% (7 rubles).
It is important to note that the cost of living (PM) is not as important as, for example, the minimum wage (minimum wage).
PM does not affect the amount of wages or pension payments, however, the size of the social surcharge for pension depends on it. That is, if when calculating the pension, the total amount does not reach the cost of living of a pensioner, then he should automatically set a minimum supplement before.
The size of the children's allowance paid to those families whose average income does not exceed the subsistence level at the time of filing the application also depends on the size of the PM. Accordingly, if the family income exceeds the established figure, the applicants lose the opportunity to receive payment from the state. The same situation is with the benefit for poor citizens.
At the same time, the Ministry of Labor is asked to pay special attention to the fact that the subsistence minimum for the IV quarter of 2019 does not affect either the volume of social support of citizens, or the amount of the minimum wage.
To calculate the minimum wage and the size of individual social payments, the cost of living of the working population for II is used, and not for the IV quarter of the previous year.
