So he plans to involve the people in the implementation of national projects, indicating the self -government that “you can’t stay in the offices, you need to be with people ... Wherever a person lives, he wants to live with dignity. With good roads lit in the streets and given yards. ”

As for the given yards with the president, it is difficult to argue: the people want them regularly. But anyone who will drive along the local roads of the Vladimir region will find an amazing detail. Having entered from the road built by the district authorities, he will fall into the chain of puddles carefully disguised as puddles, among which pieces of asphalt disguised occasionally appear. When leaving the village, some kind of road begins again. And so in each village, although they are on the maps of the same quality.

The only body ready to talk with citizens is forcibly implemented here by the federal authorities of the MFC, and really working services - public services, tax - are on the Internet. Putin was shown by the mechanisms of the direct connection of the authorities and citizens in Moscow, Krasnogorsk, Tatarstan, and he demanded “to create the same digital platforms in all subjects of the Federation in local government centers”. Indeed, Russia is great and little inhabited, many places where to fly on helicopters is cheaper than building roads. And the only suitable connection is the Internet.

But until the authorities introduce new rules of the game, the district roads inside the villages will be plundered, like an arrow, with the complete indifference of voters living in the sidelines.

They only need and sufficiently two things: real money corresponding to local tasks in the budget and the transparent process of their waste. In each mobile application, all movements under the contracts of the local organ with the “complain” and “ask a question” buttons should be reflected online. And if there is NKO in the area or village, making an audit of the local budget, its authorities should give discounts and bonuses.

However, the revision of the mechanisms of filling and the volume of budgets of local self -government is a large and difficult reform. Putin cost the small one, he visited the Center for the Office of the Moscow Region, the richest region, where 10 thousand messages of citizens are processed weekly and update a map of stress points. The rest he so far advises: “If there is not enough of his money somewhere, then it is necessary to support such undertakings from budgets of other levels.” The subjects of the Federation are proposed to restructure loans of municipalities.

In general, we can forgive debts like no one - to poor countries, plundered by dictators, poor regions, plundered governors, poor factories, stolen directors. Now, the poor municipalities and village councils will breathe freely and will finally be able to steal new loans. They are not up to the Internet, they would not stretch their legs.

The whole city knew the whole city that new businessmen agreed with the Kirzhach authorities almost in the center of the asphalt plant (for the sake of saving on communications and delivery). But nowhere, in any mobile applications and official documents, it was strongly impossible to read about this. The decisions that showed Putin can afford only truly rich lands.

Is everyone else? Probably, it is really time to help them with debts, despite the consequences. But soon the development of "the foundations of state policy in the field of development of local self -government for the period until 2030" will begin. And if the state literally does not force local self-government to completely open to the residents (including using Internet technologies, of course), at the same time revising the distribution of all income in their place, then the idea after a couple of years will quietly perish in the swamp of the mysterious Russian soul.
