The head of the Siberian Politics Foundation Igor Ukrainsev discusses the readiness of the first persons of the Siberian regions for openness and perception of criticism addressed to him.
The governors received a clear signal “from above”: start an open and honest conversation with people. But the instruction was not attached to this order. Therefore, now we all, I am sure, will be interested in observing the improvisation of senior officials of the regions of Siberia.
Last week, I was invited to an unusual (for state authority) event in Kemerovo. Sergey Tsivilov spent a frank conversation “without ties” behind closed doors in the company of those people who can in person express his opinion about what is happening in Kuzbass. The venture, I must say, turned out to be interesting.
University employees, teachers and doctors, journalists and political scientists, volunteers and social activists gathered in the hall of the government meetings. There were only the members of the government themselves. Olga Turbab, the head of Kuzbass, compiled the head of Kuzbass. There were no television cameras with photo correspondents. Moreover, at the entrance from everyone, even the governor was taken from the governor. To say that the atmosphere was unusual is to say nothing!
Then the conversation began. Tsivilev himself set the tone, indicating right away that he did not collect everyone here in order to put a checkmark about the creation of another useless advisory body, but in order to really frankly talk about the problems of Kuzbass, get feedback from us and try to answer two eternal questions together: who is to blame and what to do?
The present for a long time did not swing for a long time. Both during several prepared reports, and during the speeches from the places there were tough claims to some members of the governor's “breakthrough team”. The audience unequivocally converged on the opinion that “eyes are burning” only by Tsivivov, and perhaps the [deputy governor of the construction of Gleb] Orlov with a camp, the rest of the government often imitate violent activity. The heads of municipalities in most cases are guided by the principle: the day has passed, and thank God!
You can’t go far with such a “motivated” team.

Closer to the end of the event, my debate with Tsivilev (postponed from the summer of 2018) took place. As it turned out, the head of the region can hold a blow. I, like many in the hall, were pleasantly surprised by the attitude of Tsivilev towards us. We agreed to collect regularly. If, according to the results of such meetings, real decisions are made by the authorities, Kuzbass can become the first Siberian region with a new approach of officials to communicate with the people.
