For 1,500 kilometers from Shies, the largest landfill in the country began to operate for metropolitan household waste. On the day of its launch, February 4, in the houses of villages included in the rural settlement of Mikhali, the light suddenly went out. They did not have enough electricity.

The garbage training ground, built in Mikhalyas, is called "Ecotechnopark". The Earth was bought by the company "Professor resources". The owner is the Moscowvodokanal, which is owned by the Department of Housing and Public Utilities of Moscow. The territory "Ecotechno Park" is protected as a cosmodrome. For the barrier, outsiders are not allowed, and the announcement hangs on the outside that you can’t take pictures of the fence. Every day along the Minsk highway, and then on local wretched roads there will be 100 trains with garbage. 10 trucks per hour. This is the data from the technical and economic justification (TEO), represented by the "professional land" at the request of local residents.

Exactly three years, people whose houses suddenly turned out to be three kilometers from a grandiose trash tried to fight with her. On the streets, in the offices of officials, in the courts and even in the elections. They began in January 2017, when the name Shies in the country did not know. Unlike him, the country still does not know the name of the rural settlement Mikhali. Events in the Arkhangelsk region are well known, but I will still remind them. In order to be compared with what happened in Mikhaly.

In the summer of 2018, Technopark began building a garbage training ground on swampy lands near the border with Komi. The locals stood up with a wall: the land is swampy, there they take the origins of the rivers, the garbage dump will poison water, the forest will die. Village authorities, district officials, supervisory authorities, experts, courts were on the side of eco -activists. People from all over the country went to Shies.

The name "Shies" has become a household.

Two years later, in January 2020, the Arbitration Court recognized as illegal and ordered to demolish all the buildings of the Technopark in Shies. It became known that this training ground is not included in the Moscow waste management scheme. According to the same document, the capital will distribute its 8 million tons of non -utilized garbage.

What they want to build in Mikhaly

The largest amount of Moscow garbage will go just to the Kaluga region - to the same “ecotechnopark” at the rural settlement of Mikhali (9 villages). It is planned to bring millions of tons of waste per year for 50 years. How many millions are unclear.

I was never able to visit the territory of a large -scale enterprise. Over the course of a week, I called the only number indicated on the Ecotechno Park website. I was asked to make a written request (did), they promised me that they were about to call back, I was waiting for a meeting with Ecotechno-Park in Kaluga for a week. Useless.

But I know that they are being built in Mikhaly. From publications on the company's website, from the technical documentation that was given to Kaluga activists, it follows: no landfill is planned there, but the most modern and most modern complex in “processing, neutralization, disposal (use), environmentally and sanitary-epidemiologically safe deployment of waste”. The population will take care of simply directly. On the territory of Ecotechno Park, greenhouses with tomatoes and cucumbers are planned. Indeed, in the Kaluga region, the creators of the training ground are experiencing, "today there is a low security of the population with early vegetables during the off -season and increase in prices for vegetables in the autumn period."

But ungrateful locals are against.

“There are swampy soils, groundwater - from zero to two meters from the surface,” says Ecactivist Anna Lennikova. - There is a set of rules governing the placement of MSW landfills ( municipal solid waste - ed. ). In particular, the site “should not be flooded or not flooded” and it is forbidden to use “swampy land plots and areas with groundwater outputs in the form of keys”. And here are the sources of rivers, which ultimately flow into the OKU and the Volga. ”

Galina and Boris Lishutina have been living in the Mikhalyakh themselves for many years, left here from Moscow, grow grandchildren.

“We began to write letters: change your mind what you are doing, there are swampy lands here, there are the sources of rivers,” says Galina. - When we built a well at home, it did not happen a little an emergency: the water went at a great speed. That is, we have lands with swimming ups here. ”

Boris Lishutin explains the same thing on the map.

“Here is the river Trubinka, she flows into Shanya,” he drives a pencil through the territory where the training ground is being built. - But the Luzha River is the purest. All this area is a water intake for rivers of Shani and Puddles. And then-Oka and the Moscow River. That is, these are the origins of the rivers of the Volga basin. ”

The Professor resource promises that he will take all conceivable measures and will not allow to seep the garbage filtrate into groundwater. A protective screen with a service life of 100 years will be laid in the base of the site (which will then happen with groundwater - this, apparently, is no longer important). The feasibility study also describes the “clay castle”, which is planned under garbage to prevent “leaks”. Filtering waters accumulated on top of screens and locks, using drainage systems, will be taken to treatment facilities. Special sensors will control this.

But in the memory of people, the recent story at the Timokhovo training ground near Moscow. There, officials also reported about the sensors transmitting data to a special site in real time. Local ITSHNOVS looked at the code of the web page with the testimony and found:

Why Ecotechnopark does not believe

Maybe all the promises of the creators of the landfill in Mikhalya are pure truth. And about protection with control, and about cucumbers with tomatoes. But from the very beginning, the company and the officials friendly to her did everything so that they would not be believed.

Roughly speaking, they lied from the first day.

“For us it began on January 24, 2017,” says Galina Lishutina. - I heard the noise of snowmobiles. A neighbor came out and says: Muscovites arrived, foresters show them the land. Then in the store one of the locals asked Muscovites why they are here. They answered: they hunt. But people heard how they uttered the words “landfill” and “briquette” among themselves. And we all understood. "

Then, as the inhabitants of Michael quickly found out, it was about a landfill with an area of ​​248 hectares between their village and Mezhichino.

“They just wanted to fill up two villages with garbage,” says Galina. - The next day, 80 people gathered on the street. I have never seen so many people here. They appointed a gathering on February 4. "

To organize the training ground, it was first necessary to change the status of land: to transfer them into industrial lands. Two days before going to Mikhali, the Minister of Natural Resources and Ecology of the Kaluga Region Varvara Antokhina and the team arrived. Officials went home and offered everyone to sign the paper with a request to gasify the village.

For some reason, the request was addressed not to the Kaluga governor, but by Moscow Mayor Sergei Sobyanin. In general, the minister and her retinue were simply driven away.

The rural gathering in Mikhalyas unanimously ruled: no landfill. And for almost three months, people really did not hear anything about the industrial zone at their side.

“And at the end of April, a neighbor with a newspaper comes running to me: read,” continues Galina. “The Council of the Iznoskovsky district still decided to transfer these 248 hectares to the industrial zone.”

Residents of the villages wrote a letter to the district deputies. The signatures were set by 150 people. In June, Boris Lishutin called the head of the district to find out the fate of the appeal. He answered: they say, just tomorrow at 14 o’clock we will discuss this, come. The encouraged villagers sent ten delegates to negotiations.

“We all arrived from afar,” says Galina. - All people are elderly. We were blown up to half past five, only then they were allowed into the hall where they met. “We,” they say, “are listening to you.” Each of us spoke out. They asked them to change their minds. They said that our houses would be next to the garbage dump. We were listened to in complete silence. Not a single replica in response. Not a single question. Nobody talked to us again. ”

In July, Boris Lishutin filed a lawsuit with a request to cancel the decision to change the status of land - and lost. But by this time the plans of the organizers of the landfill had changed, they did not need a site between Mikhali and Mezhichino.

A new project has appeared: Ecotechnopark already for 1600 hectares.

The change of land status again had to be agreed with the village council and local residents. It was no longer possible to do this imperceptibly: people wrote letters to different instances, trying to find out what will happen next. On the first of December 2017, the Ministry of Construction and Housing and Public Utilities of the Kaluga Region answered them: “The construction of a TCO training ground near the village. Mikhali of the Iznoskovsky district is not provided. ” In January 2018, citizens received a response from Rosreestr: “Documents on the transfer of a land plot with a cadastral number ... From the lands of agricultural land, there were no rights to the registration of rights in the“ industry land ”. Boxing club

In the fall of 2017, in the rural settlement of Mikhali, the “parliament” suddenly became incomplete, two people came out of it one after another. The territorial election commander appointed missions. Preparations were in full swing, when suddenly the prosecutor's office turned to the regional court and ensured that instead of the near -election, the re -election of the whole Duma were announced. They were appointed in May 2018. They gave six months to prepare.

The inhabitants of Michaly did not believe in encouraging letters from government agencies and continued to fight the future training ground. They were joined by activists from Kaluga, Obninsk and other cities of the region. Although “joined” it is said loudly. The largest rally gathered 130 people. Yes, and he was not agreed. People submitted papers to coordinate rallies every three days - and received refusals with the same frequency.

“Each submission of a notification led to the fact that the FSB, the police, riot police and the ambulance came home to the initiator and said that there would be no rally,” says Anna Lennikova. - And then, Shies is a unique case. We go out to protest units. Kaluga is not Pomerania. The serfdom has been preserved here. ”

But in the Mikhalyas, other promotions were successfully held. Strong young people with posters suddenly began to come to the villages. On one it was written: "Lishutin - do not teach us to live." "Lishutin not to live in the eye."

Or again: "The fifth column is out of Michael."

“These people covered their faces with hoods,” says Anna. “But we know them all, we saw them close to them: mostly there were members of the Boxing Club“ Flight ”.”

The flight club "Flight" is not just a sports organization. He is managed by the deputy director of the municipal enterprise "Kalugablaglagos" Evgeny Brovkin. He also owns the Kaluga SOP "Safety". When it was necessary to eliminate the market in Kaluga, remove advertising posters contrary to lease agreements or hold some more important action, athletes from the “flight” certainly appeared at the scene.

In the city they were nicknamed the titles. Now they are frequent in Mikhali.

In Kaluga, rallies still took place. At the end of January, Anna and her colleagues in the environmental movement brought the equipment to such a rally. Suddenly, at the intersection of Gazelle, a minibus with a number B456or drove from behind. I entered so lightly so as not to damage his own bumper. The driver, although he was to blame, was extremely stubborn and wanted to wait for the traffic police. To catch a rally, Anna called a cargo taxi. When they transferred the equipment, the broken Lada appeared from somewhere and in the same way neatly drove into the second car. The minibus with the number B456or belonged to the member of the Boxing Club "Flight" Kirill Tyko.

Prescribes

In February 2018, the inhabitants of Michaly suddenly learned that they had new neighbors-160 people. They were all prescribed in two tiny village houses. In the village they began to call them - “registers”.

It turned out that in November 2017, someone Denis Vladimirovich Sinelnikov became the owner of both houses under the contract of sale.

His full namesake at the Moscow City Hall holds the post of deputy head of the Department of Housing and Communal Services.

The one who actually owns the Eco -Instrument. Denis Sinelnikov and prescribed 160 people “for the organization of construction work” in houses. So he will then explain in the police where the villagers will turn to prove fictitious registration.

According to a strange coincidence, among the “builders” there were many members of the Boxing Club “Fleet” and their loved ones. At the disposal of “New” there is a decision to refuse to initiate a criminal case received by the villagers in the police. There all the "registers" are listed. It is not difficult to compare their surnames and initials with the pages of athletes on the VKontakte social network.

They saw new neighbors in Mikhaly for the first time on March 18, 2018 - on the day of the presidential election.

“They were brought to the sections by buses,” says Boris Lishutin. - They had an organizer from the administration, they were brought to the administration, they voted there. When they went out, we asked them: show at least which houses you live in. They did not even know the directions. They were quickly driven back to buses and taken away. ”

One of the minibuses, on which new residents came to vote in Mikhali,, according to Anna Lennikova, had number B456or. Exactly the same as the car of a member of the boxing club Tiko.

For the second time, new neighbors arrived in the village on May 27 - on the day of elections to the rural Duma. Six months were preparing for these elections in Mikhaly. Seven people submitted documents for registration as candidates and had 100 percent chances of success. Because 26 unknown nominants from United Russia, the Communist Party and the LDPR from Kaluga competed with them.

“Before the elections, the candidate from the LDPR wrote a statement to the court that we, local residents, were registered incorrectly,” says Boris Lishutin. - It turns out that we did not submit copies of the passport page to the commission, which indicates the previously issued documents. And it turned out that it was precisely to our local documents that were submitted incorrectly, and for everyone else - right. We were refused registration. "

The locals had a chance to just tear the elections, spoiling all the ballots. But already familiar minibuses came to the site.

And 160 “prescriptions” is more than the entire population of Michael.

“And people who do not live here went to our rural Duma,” Boris Lishutin shrugs his hands. - Then we no longer knew how this Duma worked. They gathered in Kaluga, somehow voted, all the documents were there, we could not see them. Over time, we learned that the status of land has been changed, it is already a industrial zone, 1,600 hectares belongs to the private company "Professor resources", which will build a garbage training ground here. "

The inhabitants of Michaly were still trying to fight. The most active was the Lishutin family. In December 2018, their house broke out - they barely managed to take out a little grandson. Since then, the child is stuttering. All his toys burned in the fire. The same fire destroyed the entire correspondence of the Lishutin with state bodies and computers where electronic copies were stored. As experts of the Ministry of Emergencies later said, this happened from a short circuit.

Neither Lishutina, nor Michali did not stop fighting on this. But on February 4, 2020, the lights went out in local houses: this landfill began to work.
