According to investigators, four accused in the case were going to seize power in the region and join the Kaliningrad region to the European Union. They are under arrest from the fall of 2017. They are accused of creating a terrorist community or participating in it, calls for extremism, in storing weapons and explosive devices. The human rights organization "Memorial" recognized members of BARS as prisoners of conscience.
