
The Ministry of Construction of Russia and the state -owned company "Dom.rf" are developing the concept of a program for the construction of non -profit social rental housing for citizens with incomes below average, which cannot afford to buy housing in a mortgage. According to the managing director of Dom.rf Kirill Zakharin at an expanded meeting of the Federation Council Committee on the federal device, the creation of a non -profit rental fund will help to achieve targeted indicators of the National Project "Housing and the City Environment" to ensure an accessible residential area of up to 5 million families a year, as well as to reach the construction of about 120 million square meters of residential real estate by 2024.
It is assumed that this year, as part of the creation of the program, all categories of citizens entitled to support, as well as mechanisms for compensation for preferential lease, will be created. "It is necessary to make decisions based on the principle that the expenses of the family for payment of the apartment should be no more than 30-40% of the income," Zakharin said.
In turn, the head of the Department of Housing Policy of the Ministry of Construction of the Russian Federation Olga Kornienko admitted that in the future, when developing the program, target categories can be allocated, on which non -commercial rental housing will be calculated. “We may come to the gradation of the level of need, but so far we are talking about all the social categories of citizens,” Kornienko said.
Now the rental housing market in Russia is 240 million square meters, about 9% of the housing stock of apartment buildings. About 10% of the population lives in rented apartments in Russia, while in the United States housing rents 32% of the population, and in Germany - 40%. At the same time, a significant share of the housing rental market in Russia is in the "gray" zone.
