Such a story could only happen in Russia. The village of Shakva is located about three hours from Perm, no more than 200 people live in it, although local residents say that it is officially registered twice as much. There is a club in Shakva, and with it - a small library. In December 2014, technological progress reached this library: the settlement authorities agreed to hold the Internet there. At first, he was unlimited and cost two thousand rubles, but then the local leadership thought and decided to reduce the costs of the network to 300 rubles - the traffic ultimately limited to 100 megabytes per month, for each megabytes it was necessary to pay extra over two rubles. In September 2015, the region’s library leadership came to 80 thousand rubles: it turned out that almost 30 GB was spent in the Shaquinian branch.

They began to figure it out, and it turned out that such traffic was provided by the librarian Vera Savina. She was not going to deny this at all: readers asked her to see this or that literature on the Internet, and she actively downloaded her for readers. “We have a small library, the acquisition of books is very bad, the last three years do not come for the last three years,” says Savina “New”. “I had to walk in fact with an outstretched hand, so that at least some books-maybe who has unnecessary ones-appeared.”

Savin was warned about the limitation of traffic by phone, but the woman did not fully realize how significant this change was.

When the account came, the district library leadership was horrified: their budget for the Internet services for the whole year is 14 thousand rubles, and they are distributed immediately to five district libraries.

“I was called to the“ carpet ”, scolded, but I said that they themselves were to blame, that they agreed to connect the Internet on such conditions,” the librarian recalls. The authorities have their own point of view on this score: their decision - Savina needs to pay off the duty itself. In addition, it turned out that the state -owned laptop and the official modem, which from the local authorities for the library itself had to be knocked out with later and blood, she sometimes carried home for the evening to finish the work there. Savina herself does not consider it something reprehensible, since her sons (then minors) also helped her look for the right literature on the Internet. But for the local authorities, this became only an aggravating circumstance.

The library leadership filed a lawsuit, as Vera refused to pay the bill. With those earnings that are in Shakwe, I put such money akin to: Savina to the question when she last held similar amounts in her hands, she laughed nervously.

“My salary is 5-7 thousand rubles,” she says sadly. -This is already with the allowances: so the salary itself is three thousand with something.

I have been working for 36 years in the field of culture, of which 33 years in our library, constantly, in one place. Five years ago, I was reduced by the rate: instead of 0.75 rates, they made 0.3. Basically, all rural librarians in the region suffered so much. We survive because my mother lives with me, there is her pension. The youngest son recently came from the army, for two days he got a job. So we live. ”

In order to somehow try to pay off the debt, the woman had to get a second job at the local culture house-a stoker for 6800 rubles a month. Local authorities stated that they also wanted to avoid the court, so they offered one of the sons of Savina to help the mother and in the summer the mouth of the cows (however, the librarian herself believes that this is like a bad joke on their part). Rostelecom, whose Internet was in such a good form, was used in Shakva, was ready to provide the head of the village library by installments. The company officially did not plan to understand Vera Savina, and just in case, we sent an official request at Rostelecom).

The story happened five years ago, but at the end of January, Vera came a notification that until April 1, it should pay the remaining debt of 42,599 rubles - a penny amount for a well -fed part of Moscow, but exorbitant for the hinterland.

A desperate woman turned to the library community for help, but few of the rural librarians can boast more earnings than the faith itself. It remains to hope for kindness or a wonderful combination of circumstances. Perhaps this happens not only in books.
