
Promised for a day, took for two weeks
The 32-year-old Petersburger Alla Ilyina at the end of January was resting in China, on Hainan Island. Due to the coronavirus epidemic, all excursions were canceled for tourists. The Russian woman went out into the mask, and on January 30 she was forced to return home ahead of schedule - the tour operator urgently took her customers from China.
They flew through Khabarovsk. There Alla was the first physical examination. She did not identify the analyzes of a dangerous virus. Already at home, a few days later, her throat fell ill. On February 4, she called an ambulance, the arrived brigade did not find anything dangerous. The next day, the doctor of the district clinic came to Alla, examined, once again took tests.
The patient was not reported to the patient, but a delegation from Rospotrebnadzor came to her, which began to persistently persuade Alla to hospitalize - as they said, “only one day”.
In the Botkin Hospital - the main infectious clinic of the city - Ilyin was February 6. She expected that she would be examined and released. And the doctors, according to her, assured that she was healthy - all the tests were “clean”. But instead, she was taken to a single ward and locked. In an issued resolution on hospitalization, Rospotrebnadzor referred to the law "On the sanitary and epidemiological well-being of the population." The doctor who entered the ward informed that Alla should spend two weeks in the hospital.
But Ilyina decided differently. And the very next day I hacked the electronic castle (thanks to the school’s studies) and escaped from the hospital. On February 11, she decided to talk about her history in the media. It is noteworthy that in four days of absence in the ward from the hospital no one called her.
"Took advantage of the right to depart"
The head of the city, the head of the Rospotrebnadzor in St. Petersburg, Natalia Bashkova on February 13 filed a lawsuit in the court “On the forced premises for medical supervision”. The Kuibyshev court of St. Petersburg first registered it, but after three hours he returned the applicant: in Rospotrebnadzre they made a mistake with the jurisdiction, such claims must be filed at the place of registration of the defendant, and not the plaintiff. By the evening of the same day, the lawsuit was filed in the Petrograd District Court.
While the lawyers were understanding the normative subtleties, the orderlies with a police reinforcement were bursting into Alla’s apartment. But the woman held the defense tightly, refusing to communicate with the department employees without a lawyer. His uninvited guests did not wait.
Lawyer Ilyina Vitaly Cherkasov from the Human Right movement "Agora" is known as the defender of the accused of high -profile cases of extremism and terrorism. First of all, he reported his contact details to the court so that the situation would no longer be repeated with an attempt to catch Alla at her house.
“We could inform us, and we, as law -abiding citizens, would have appeared in court,” Cherkasov was surprised by the visit of Rospotrebnadzor and the police to his client.
According to the lawyer, Rospotrebnadzor exceeds its powers, demanding that the patient escaped from the hospital is accountable.
- Initially, doctors behaved incorrectly. Any hospitalization involves writing a person. In the case of Alla, there was an oral agreement that she needed to go to the hospital for a day.
And she fulfilled this agreement. And facing the fact that no one informed her about further actions, she took advantage of her right to depart, ”explains Vitaly Cherkasov.
He notes that the quarantine period established by Decree of the Government expires 14 days after returning to Russia. In Ilyina, this was just February 13.

A sane person
The St. Petersburg Rospotrebnadzor states that “the citizen I. [Ilyina] revealed symptoms of acute viral disease, not excluding a new coronavirus infection” ... “Fourteen -day period of medical surveillance of the patient I. has not been withstood. The medical examination has not been fully fulfilled, which can lead to the spread of a dangerous infectious disease regarding an unlimited circle of persons in the city of St. Petersburg, ”the department said.
The chief sanitary doctor requires through the court to send Alla to quarantine boxing at least on February 19 until a two -time negative analysis for coronavirus is obtained. Recall, already three times tests taken from Petersburger, in different institutions, gave the very negative result.
Alla herself told reporters that she was a sane person, and if one of the doctors said that according to the results of the examinations there is at least a suspicion of coronavirus, then she would, of course, remain in the ward. But she does not intend to stay in an infectious diseases hospital, being healthy.

According to Rospotrebnadzor, on February 13, in St. Petersburg, 28 people remained in the treatment in quarantine in connection with the coronavirus.In total, in Russia, under the supervision of doctors, there are about 20 thousand people - mainly, these are China and Russians who have recently arrived from China. Coronavirus cases have detected only two. Both patients have recovered safely.
