The political observer of Taiga.info Alexei Mazur discusses the consequences of the decision on the cancellation of the voting of party science in the elections in the Novosibirsk City Council for the deputies who supported him. The expert came to the conclusion that there is no benefit in this decision for any of them, and to the United Russia to achieve one hundred percent appearance and the desired number of votes, the “Knut method” was applied.

And the question arose: what happened to him? Did you make a lobotomy, replaced the brains? What? And why so fast?
Similar questions arise about the vote of the City Council on the cancellation of elections on party lists and an increase in the number of districts from 40 to 50. A couple of months ago, almost everyone was sure that such a vote was impossible. Judge for yourself, the adoption of such a decision required that 34 deputies out of 50 deputies vote for it. At the same time, the decision goes against the interests of each of them.
About those who are elected from party lists are clear, they are losing such an opportunity. And it is difficult to choose from the districts, and sometimes no money helps. Recall the high -budget campaign of Alexander Boyko at the Legislative Assembly, where he took second place. The place in the list is guaranteed by the mandate, if it is passing. And the district is still a roulette.
For single -mandate lists, of course, nothing changes. But a change in the number of districts means their overestimation. The deputy worked in the district, created an asset, provided sponsorship for schools, fed TOS. And now half of these schools, Tosov and everything else in one district, and the other half in the other.
Most of my interlocutors converged in the fact that maybe the lists would be canceled, but the number of districts would be left the same - 40. And their cutting too.
And so that both decisions were made by the city council in one bottle - perceived as unscientific fantasy. United Russia has 33 mandates. The Communist Party categorically opposed the abolition of lists (it is understandable, a third of the faction was chosen according to the lists, and in this third, large businessmen, who are difficult to spend in the districts). LDPR is also against it. There would be no party science, in Russia there would be no such party. Fair Russia has a similar situation. And their only deputy of the City Council was elected precisely on the list.
There are two independent deputies - Natalya Pinus and Vyacheslav Ilyukhin. But Ilyukhin heads the Party Party and counts on overcoming 5%. For him, the abolition of party schedule is the loss of one mandate, at least.
So, for the organizers of the amendments, it was necessary to persuade Pinus or Ilyukhin (and better both), or to “turn over” someone from the Communist Party, LDPR, “SR” and ensure one hundred percent appearance of their deputies to the session and their “correct” vote for amendments.
No one could forget, get sick, go on vacation or on a business trip. Given that for all deputies, these amendments are similar to a sharp knife, the task looked impossible.
I assumed that it could be realized, but at the cost of extraordinary efforts.
As a result, I applaud the director of this action (we must assume that they are Viktor Ignatov).
The cancellation of the party science was supported by Natalya Pinus (she herself said about it on social networks) and Vyacheslav Ilyukhin (according to the information of the "Continent Siberia"). And also, according to the information of the same publication, someone from the Communist Party. True, one of the United Russia voted against, but on the end it did not affect, because the stock was, even in two votes.
The vote of independent deputies and one of the Communists for amendments is not so surprising. Independent were elected from the districts and some “gingerbread” could be offered to them.
But the consolidated and disciplined vote of the United Russia (even that voice is “against”, quite possibly, was given by mistake) against their interests - this is unexpected. It is unlikely that there was a massive distribution of gingerbread. Rather, the whip method worked here.
And we know that Governor Andrei Travnikov met with the United Russia faction. If not for them, then someone was probably announced that it would become with those renegades who will decide to get sick on the day of responsible voting.
And then an interesting mechanism comes into business. It is one thing when you go to the front against the authorities with his comrades who "do not pass." And it’s a completely different matter when you understand that you can be the only frontier. And your comrades will throw you stones.
Obviously, at some point this simple thought took possession of the minds of all deputies from United Russia. "You will not come to the session - you will not be a deputy." "It is your district that we will tear to the British flag during the oven." Not to mention the fact that the deputies of the city council represent the business, and the business to quarrel with the regional authority is not at all with their hands.
By the way, in the series Lost it turned out that the overwhelming made a simple and primitive proposal - to save him from his island with his son. What can you do for the sake of children, for their future? How many Russian theft have passed under this slogan.
The main problem of the political culture of modern Russia is the inability to defend collective interest. The abolition of party science in the City Council and the re -release of the districts is a colorful evidence of this.
As a voter, by the way, I approve of the decisions made. Party lists are evil. As I took this position back in 1993, I didn’t change it. And the smaller the district, the easier it is to be elected to social activists and activists. But this is not about that. Not because the decision was made that it is beneficial for voters. So it happened.
In this regard, I have sad thoughts about the coalition of social activists and opposition, in the creation of which I participate. If so many businessmen and lobbyists are grinded, many of whom made the initial capital in the dashing 90s, how will our social activists last long?
Most likely, this will be the first iteration. Let's see who will withstand, and who will repaint and arrange his personal life at the expense of a public good. It is important that at least the backbone remains. And losses, of course, will be inevitable.
