These guys run into the house, they say: "Come out." People run out, then turn around, and their houses lit up from the inside! ”
Such stories are told by dozens of burners of the theater descent of Rostov-on-Don. The quarter caught fire around noon on August 21, 2017. The weather was rare then: the heat and the strongest wind. As a result, almost 3.5 hectares were burned out on the descent to the Don from the main city square with a beautiful view of the left bank and the new Rostov Arena stadium.
Fire destroyed 125 buildings, including several apartment buildings. According to official figures, 218 families lost housing, 564 people were recognized as injured, one disabled person could not get out of the house and died.
The next day, the director of the emergency department of the Rostov Region, Valery Panov, said: “The main reason for the fire is the introduction of an extraneous ignition source.”
Rescuers for the protocol confirmed: there were no water in the hydrants, firefighters stood and looked at the fire, people stewed their homes with water from garden hoses.
The victims told about this both the investigators of the Investigative Committee and the governor Vasily Golubev, who came to the meeting in the evening - to reassure. The inhabitants of the theatrical complained for a long time: unknown people threaten them, demand either for nothing to sell the "golden hundreds" in the city center, or prepare for the worst.
The fire on August 21 in Chuvashsky Lane became in their quarter the fifth since the beginning of summer. And the most terrible for the city since the time of the Great Patriotic War.
The governor then delicately listened to everyone and promised that there would be no residential building at the place of conflagration.

Indeed, otherwise, it was obvious to the deliberate burning of the whole quarter to open the “portal to hell” for the rest of the inhabitants of the private sector Rostov, who were not ready to yield to the developers their land allotments.
Arson as negligence
First, the Investigative Committee opened a criminal case under Part 2 of Art. 167 of the Criminal Code of the Russian Federation ("intentional destruction or damage to other people's property by arson, explosion or other generally hazardous way"). But two years later, the material came to the court under the articles “negligence”, “Causing death by negligence” and “Destruction or damage to property by negligence”. Two employees of Donenergo and the ex-Zamglavs of the district Marina Belyaeva went to the bench of the defendants.
Their fault boils down to the fact that the branches of the tree, not cut in time, provoked a short circuit of the wires, and the spark that arose set fire to an unauthorized landfill in the lane of Chuvashsky. And although the fire map shows that on that day half a wool was burned out from the lane of the Chuvash wall of high-rise buildings, the investigators and the authorities of Rostov have not abandoned their version.
The transformation of the frank “arson” into “accident” seriously changed the ideas of Rostovites about the abilities of officials - in the sense that it became clear what they were capable of in order to implement plans to modernize urban space.
The price of the issue is one and a half billion
According to the SmartLOC agency, Rostov is included in the top three cities with the largest number of private houses - there are 53 thousand of them, more only in Krasnodar (58) and Moscow (55). Along with this, Rostov is called one of the most compact millionaire cities. The program has long been announced to create the so -called. Rostov agglomeration, which will include satellite cities, but developers are in no hurry to master the territories between them. They are looking for any opportunity to “put” a high -rise building on the finished engineering and social infrastructure, and the old quarters of the “one -story Rostov” attract them with their boundless capabilities.
Until 2009, plots on the theater descent - in the very heart of Rostov - the business bought it to the best of its capabilities.

Locals say that shortly before the fire, unknown realtors offered the most intractable 450 thousand rubles per hundredth - cadastral value. Narina Rashutina, like Narina Rashutina, did not dig up with such offers: in the place of the old house, her family built a solid cottage, where she and her husband, and three sons, and an elderly mother were enough. We lived together. The fire survived relatively successfully - part of the roof burned.

“The neighbors came to the rescue in time, simply poured from above - they saved it,” says Narina. - After the fire, everything, of course, was in soot here, was flooded with water. But we quickly repaired the roof, did the repair-there is no other housing. I had to get up. ”
A similar story happened to Narina’s neighbors in the quarter - the Petrov family. On their site, the old wooden house completely burned down, a two -story brick box - only the skeleton survived, and the main house - the roof was slightly hooked.
“According to documents, both brick houses went under one liter. Then it was unprincipled. And when this burned house was recognized as unsuitable, then, since there is only one letter, therefore, we can’t live anywhere, ”says the hostess of the house Elena Petrova.
After the fire, gas and electricity were chopped off the entire quarter. They thought temporarily. But the officials said: your house is unsuitable for living, we will not allow you to be built on this site again - the land is not intended for individual housing, get ready to move. Of the entire large family of Petrov, only one daughter -in -law theoretically had the right to receive a housing certificate.
The rest were either not spelled out in the house, or were listed in the list of owners of a one -room apartment purchased by a rod. Before the fire, the Petrov estate in the center of Rostov with his own sauna was estimated at 17 million rubles. The Petrov decided to fight, Rashutin - too: officials recognized her house unsuitable for living, issuing an expert opinion that they were damaged by the fire at the house ... the foundation and bearing structures.
“Why did the authorities do this? The price of the issue here is from one to one and a half billion rubles, ”says local activist Valery Sysoev. “I mean that the developers would need so much money, try to buy the land“ honestly ”.”
"Who they did not burn - they will demolish"
After the fire, when everyone who was supposed to receive housing certificates and moved from the theater descent, the problems of the remaining owners worsened. Their houses were recognized as unsuitable for living one by one, contrary to the obvious and common sense.
Attempts to protest the decisions of the commission in the courts crashed: the Rostov administration with amazing synchronism detained the issuance of decisions on his hands - exactly so that the courts had reasons to refuse the applicants "due to the expiration of the deadlines." On the site of judicial acts of such failures, you can count about 30.
“At first we thought that the solution to the problems of the Pogorelians of theatrical descent is the allocation of housing, the execution of burned documents, and humanitarian aid. But over time, it became clear that the main problem is not this, ”says Tatyana Krashennikova, chairman of the Union of Public Initiatives Rostov. - This part of the city was literally “cleared” - in all possible ways they forced people to leave their land. Those who did not have the rights of ownership of land were issued, housing certificates were issued. That's true-almost no one complained of them, everyone remained satisfied more or less.
But those who did not burn, in my opinion, were in a much more deplorable position. ”
The examination in the administration of Rostov-on-Don was simply forged. Narina Rashutina and Elena Petrova were able to prove this, having achieved a meeting with the Moscow authorities of the Investigative Committee. In the Investigative Committee, they initiated their examination, and she showed that at least these two houses were recognized as unsuitable for living illegally - on the basis of a falsified examination (the document is at the disposal of the editorial office).
The interrogation of members of the commission showed that some of them either do not remember how she examined “problematic” houses, or never went to the place. However, they also did not initiate a criminal case against experts and officials - all the same limitation periods expired.
Pogorelians went to court to cancel the decision on recognition of their houses unsuitable, citing newly discovered circumstances - the falsification of the examination.
The city administration asked the court to falsify attention not to pay attention and leave a decision without change - Rostov officials do not need private residential buildings on the theater descent. The authorities have already announced the development of the descent. But they still have not explained how they would take the land from the few remaining owners.
“May they burn them again, I think. And they can also throw drugs. What are you! That money, ”says Andrei.
His house was not injured in a fire, but stands in an uncomfortable place - to the famous Rostov stele and eternal light - 150 meters along the cross -country tram tracks. According to the plans of the city administration, a hotel or some other socially useful building should stand on its site. While there is a new brick box, which Alexander built three years ago and wanted to make a store there.
- This is my land, I built a building on it, agreed with my neighbors, did not violate either fire rules or sanitary norms. A resident of Rostov-on-Don, who lives from me in three quarters, demanded to demolish my buildings. "In the interests of an unidentified circle of people." The court satisfied her desire.
In the court decision of the judge of the Kirovsky district court, Vlasenko has everything: the conclusions of experts that Andrey’s buildings do not violate anything, links to the law that is also on his side. But Judge Vlasenko, guided by his internal conviction, decided not to trust the conclusions of the examinations and decided to demolish the house. At his expense.
“Do not believe it: even the prosecutor’s office is on my side and does not require more demolition. But the court demands! - Andrei generally shouts more than he is talking. - You understand who they have not burned, they will simply be evicted with other methods. There is a development plan, everyone saw it, it seems like the contractor has decided. Our quarter definitely goes under buildings. But so far, no one has made a single intelligible offer either to me nor to the neighbors -
Neither the redemption nor the compensation is about. This means that they will demolish us by lawlessness. ”
The Pogorelians first tried to fight - they even created the outlandish for Rostov the territorial public self -government “Theater descent” in order to file collective claims against the unlawful actions of the authorities. But there was enough for a short while.

“Unfortunately, the fireworks did not want to do anything and took a wait -and -see position, hoping for a miracle,” says one of the initiators of the TOS Valery Sysoev. - They will all be evicted anyway. Those who defended something will probably even pay at almost a market price. But their units. The rest will simply squeeze the ground. Sadly, but this is a fact. "
Tatyana Krashennikova is convinced that a scheme that can be applied in any regional center of the Russian Federation is worked out in Rostov, which is less or less attractive to developers.
“Some criminal personalities run with incendiary mixtures, but all eyewitnesses on this subject disappear from the criminal case and the fire is interpreted as an accident. This is time. Then - tightening decisions on the recognition of the remaining houses unsuitable for living and lost courts. These are two. The remaining most stubborn crusts in very controversial court decisions. These are three. And the territory for creating public space is ready, ”summarizes Tatyana Krashennikova. - Of course, this is easier and more profitable than buying up plots from the owners. And cheaper, probably, all the losses from the fire burners were covered from the reserve fund of the region. ”
Meanwhile, the authorities insist: there will be no residential buildings at the place of conflagration. A picturesque descent will appear there - the Esplanade. They promise to build a new building for the Rostov Puppet Theater - the old theater at the puppeteers “squeezed” the Rostov diocese of the Russian Orthodox Church.

Rostovites Alexei Manukin took this news indifferently: a few days before the jury justified him on charges of killing his father. Even before the fire, Alexei Manukin found out that the land, where his family lived since the 35th year, has not belonged to them for a long time: according to fake documents, he was several times resold to people who were impossible to find.
In December 2016, Alexei answered his father’s call, he said that he was attacked, beaten and abandoned in the yard. The ambulance, who came to the call of her son, only stated the death of a pensioner. So Alexei Manukin became the main suspect in the death of his father. It took him three years to prove his innocence. The main reason for his misfortunes, Alexei Manukin considers his home, which became part of the large -scale project of the authorities to clean the theater descent. He believes that the started “Renovation in the Rostov” will not bring the inhabitants of the private sector anything good.
“I think they will aggravate. Either burn, or to be forcibly evicted, ”the former landowner believes. He could not return the family allotment.
