Who is behind the killings and torture of businessmen in one of the safest cities in the country - Nizhnevartovsk?

Nizhnevartovsk. Rich Northern City. The average salary of Nizhnevartovites is 49,000 rubles. Many who work at a Samotlor oil field receive more. Kindergartens, schools - in full abundance. And even with crime, everything seems to be fine: in 2017, the city was recognized as the second in security in Russia (though after Grozny).

However, the last two years in Nizhnevartovsk, strange events have occurred. One by one, businessmen working in the communal sector die here. And their comrades - complain of threats. The correspondent of Novaya went to Yugra to figure out who kills local entrepreneurs. And for what.

Part 1. Two hours on the way to Megion

Denis Pushkarenko was a successful person: his own cleaning company, before that, the post of deputy director in the large city management company Roadia, before that - work in the administration of Nizhnevartovsk, in the Youth Department. Three children.

All his life Pushkarenko promoted healthy lifestyle. He did not even drink on holidays, he discouraged others from smoking. I ran. The medical book is almost empty.

And suddenly - problems with the heart, a sudden attack. This happens in police cars.

On October 22 last year, the entrepreneur was traveling to the English language. At the intersection of Mira Street with a lane of romantics on the outskirts of Nizhnevartovsk, he was overtaken by a PPS car, the employee gave a signal to stop. Pushkarenko parked the car in the nearest wasteland, and then the Gazelle, which was traveling from behind, blocked it.

People who ran out of Gazelle got a businessman from his car, and put the force in the police Grant. The car headed towards Surgut.

The weather on October 22 was the usual season in Ugra: -1 ° C, light snowfall and wind 6 m/s. But for some reason the police car rode very slowly. Having left Nizhnevartovsk at 18.30, only at 20.32 Grant stopped near the gates of the ambulance station in Megion - 37 kilometers from the detention site. Usually this path takes half an hour.

“The man was sitting in the back seat. Unconscious, without signs of life, ”said the doctor of the ambulance Alycheg Magomedov. “We removed him from the car with a paramedic and three men who brought him.” The men were in civilian clothes, but introduced themselves to police officers. They explained that they were being taken by the detainee to Surgut. [We] tried to reanimate it, there were 5-6 doctors, but could not. <...> According to the police, Pushkarenko had cramps with a loss of consciousness up to one minute. "

Doctors stated that at the time of the police arrived at the ambulance station, Denis Pushkarenko was already in a state of clinical death for half an hour.

"Delivery damage"

Black Cadillac is taking me somewhere on the outskirts of Nizhnevartovsk. We have known the circumstances of the death of Denis Pushkarenko for a long time with a lawyer Hamzat Israelov, who studied the circumstances of the death of Denis Pushkarenko. He found a cafe where "you can talk without extra ears." Here we are allocated a whole hall.

At the entrance there is a woman in a long blue jacket. Irina Pushkarenko, the widow of the deceased.

- All night after Denis’s loss, I called him, his friends and acquaintances. I went through all the city police branches - everywhere they said that they did not detain such a person, that they did not know where he is. Only by 10 in the morning I was called the investigator [Megion department of the UK] Rakitin. And he said that my husband died. I asked to come to Megion.

Irina did not sit behind the wheel, could not. Friends took her to the investigator.

Roman Rakitin said strange: as if Denis Pushkarenko was simply discovered lying at the ambulance station. How he ended up in Megion is unknown. Irina refused to identify her husband’s body:

In this, they say, there is no need - "a passport was found with him."

- Another investigator asked a lot of questions about health: where Denis “pricked”, what he complained about, whether he drank the day before. I replied: “Do you lead to the fact that he was seriously ill and died of it? So - he was absolutely healthy. "

They parted on that.

After a conversation with the investigator, Irina went to the ambulance station. The duty officer, looking at the magazine, showed her a record of Denis: delivered to the police.

- I immediately called the investigator: what does it mean “just discovered” if they brought it? He replied: "Well ... a check is being conducted." Only in the evening he called back and said: “There are traces of handcuffs on the body and traces of resuscitation actions.”

The next day, an examination of the body was prescribed. But nothing took place: when the investigator found out that Irina intends to photograph the damage, he simply left, leaving the woman on the passing morgue. He said: "Not supposed."

Irina still saw her husband. On October 25, she broke out for an inspection with a lawyer Israelov. On the body of Denis, they recorded multiple abrasions and hematomas, traces of the chain on the neck, traces of handcuffs on wrists, burns on the neck and in the hair (presumably traces of the electric shocker).

- The opposition was ridiculous:

The investigator covered the body with a robe, covered the damage with daddy, pushed my phone with his hand so that it was impossible to photograph.

Then four people arrived: three without identification marks, and one with a patch of the Investigative Committee. As we later found out, it was investigator Sergei Biryukov. They surrounded me and began to crowd out from the morgue. At the same time, they said that I should go with them.

Irina did not agree to go anywhere. It was closed by the lawyer of Israelov: he threatened that he would protect her physically. Both sides called the police.

As a result, Irina was still behind. Much later, the Investigative Committee will send a woman a letter in which it will be said that despite all the wounds and damage on her husband’s body, his death was not forced - he allegedly died of dilatation cardiomyopathy: heart disease, which he had never diagnosed during his lifetime.

Investigators, however, also admitted “lifetime bodily harm”: they opened a criminal case on the excess of authority associated with violence against unidentified police officers. The leading business investigator Murat Tsuroev assured me that the names of all the employees who brought Denis Pushkarenko from Nizhnevartovsk to Surgut are known to him. All of them are interrogated. So far - as witnesses.

However, why did the police even detain Denis Pushkarenko? The answer to this question probably lies in the events of the summer of 2018.

Part 2. On the hook

On the last day of his life, Roman Tchaikovsky behaved strangely. The general director of the Roadia company - the same one where Denis Pushkarenko was his deputy called his wife Anastasia and said that he was going fishing with friends. He loved to fish, but always prepared for this in advance - he warned in a week. And then I just put it before the fact - "I am going today."

It was June 9, 2018. Place of fishing - “bridge squitre”, the Vakh River in the direction of Izluchinsk.

Anastasia was surprised by her husband’s decision. But since he said that he was going, then he was going.

“In the evening he came to my work, said goodbye. At 22 o’clock I called him again: I asked about documents for my daughter - we were going to send her to the camp. And I didn’t hear him anymore, ”she recalls.

The next day, June 10, her friend Olesya called Anastasia. Her husband Nail left with Roman for fishing. “She said that Roma was gone,” says Tchaikovskaya.

Anastasia immediately called Nail. He said that Roman called him fishing spontaneously. I scored the night and said: "Let's go." Around 22.30, when they were already on the river, Tchaikovsky said that he had to "drive to meet with men." With whom exactly - did not specify. He promised to return in four hours. But he did not return. Gaizov did not beat the alarm for a long time: "Suddenly, Roman did not leave for the peasants?" But he could not stand it for dinner.

Anastasia Tchaikovskaya went to the police.

The police, according to the woman, reacted to her statement "skeptical." We requested the details of the calls by her phone number and the Nail phone number. But they refused to request the details of the calls of other people from the circle of communication of the novel. On the day of Russia and the next festival "Samotlor Nights" disappeared altogether: it was necessary to be on duty. The boat that Tchaikovsky used on fishing did not immediately inspect. They did it two weeks later, after rains.

The body of Tchaikovsky’s novel, two months after his loss, August 28, 2018, was found by mushroom pickers, wandering in the forest in the area of ​​Blue Lake.

He was killed by a shot in the head.

Roman lay in the pit. The police officers who arrived at the place took him, but did not cope with the scene.

- I was surprised because it seemed to me: if you found a corpse, you must carefully search the whole district. But they did everything very quickly. For several days, doubts tormented me, and on September 1, I went to the place where the body lay. I saw that the police forgot a shovel near the pit. And began to dig. At a depth of 25 centimeters, I dug a jacket, passport, money, bracelet and my husband’s ring.

For a year and a half of the investigation of the case of the murder of Roman Tchaikovsky, many examinations were performed and many documents were requested. But the perpetrators have not yet been found.

In October last year, Anastasia visited the reception of the head of the Investigative Committee of Alexander Bastrykin. I complained about the lack of results. It is with this in Nizhnevartovsk that Denis Pushkarenko’s further death is associated.

Part 3. Tired witness

On October 21, the day before Pushkarenko’s detention, in Nizhnevartovsk, the director of the Areal clearance company Askar Lukmanov, who also worked with the Rook, was detained in Nizhnevartovsk.

Like Pushkarenko, for some reason he was taken from Nizhnevartovsk to Surgut. Despite the fact that in Nizhnevartovsk there is both the Department of the Investigative Committee and the Department of the Ministry of Internal Affairs. The lawyer Khamzat Israelov, who represented the interests of both entrepreneurs, believes that the investigators wanted to “cut off” him from the clients. And it looks logical, given that Surgut Lukmanov refused to be Israelov’s services in IVS.

But this is not the only thing that, according to Askar Lukmanov, happened to him in the isolator.

“They laid out a gas mask, bag, shocker in front of me on the table, asked:“ Do you know how it works? ” I said that I have very high pressure - they didn’t listen to anything. They say: "Either you give what we need, or we are closing you to prison." They began to threaten that they would harm my family, son, daughter. They said, we will bring your son, he is 24 years old, and we will beat you with you. They said that they would throw him drugs and put him in prison. Regarding her daughter (she works in the police, officer) threatened to rape her, ”Lukmanov said in November last year to the publication Siberia. Realiy. “They wanted me to give false testimony.” When I was in the insulator, they showed me a photograph of the dead Pushkarenko on a stretcher.

They said: it will be the same with you.

Everything was mixed in the investigative insulator - I did not know, no time, nor any date today. Constant interrogations. They gave a lawyer for their intended purpose who did not defend me at all. He was asked to go out, he went out and left me alone for a long time. I was scared for my son, they promised to bring him here and beat him. I signed all the documents. He signed the one that says that Pushkarenko planned the murder of Tchaikovsky. After that, my pressure jumped up, almost died. ”

Lukmanov was released from the IVS. After that, together with the lawyer Israelov, they gave a refutation in which the businessman said that Denis Pushkarenko stipulated.

Despite the refutation of the testimony of Lukmanov given to them in the IVS, they are procedurally in force.

Ascar Lukmanov refused to meet with me in Nizhnevartovsk, saying that "he was very tired of this whole situation." Hamzat Israelov said that both him and Askar, after the publication of the refutation, began to threaten.

“People from the organs called me - my friends. And they said that if Askar and I will shut up, then everything will be fine. If not, everything will be very, very bad. Until the fact that they can kill me, ”says the lawyer. - It didn’t reach the murder. But they are threatened to deprive me of a lawyer status - in April the issue will be considered. ”

The Office of the Investigative Committee on Novaya Gazeta Khanty -Mansi Autonomous Okrug reported that the investigation department of particularly important cases conducted Lukmanov’s statements about torture. “The criminal case was refused in connection with the lack of a crime event. Lukmanov’s words are not true, ”Oleg Meni, the official representative of the regional SK, told Novaya Gazeta.

Part 4. Who whom

A rag with a cut

On October 30, a week after the death of Denis Pushkarenko and the testimony of Lukmanov, Irina Pushkarenko was called the investigator for particularly important cases Timur Sufiyanov and said: “We are standing at your apartment, now you will have a search.”

“I was not at home,” Irina recalls. - I arrived with my husband’s lawyer and mother. The entrance was fenced with a ribbon, the apartment was cordoned off. Eight people were waiting for us at the entrance: an investigator, a crime, two operational employees and men in masks. We went in.

The search was lazy.

- They look into the cabinet in the kitchen - well, there seems to be nothing. They look into a cabinet with packages - do not even dig. My husband made a turnkey chocolate: there were six 50-kilogram bags with cocoa beans at home. I was asked: "What are the bags?" I say: "Cocoa Bobs." They: "Well, okay." They did not look.

The search lasted four hours. At the very end, the operatives looked into the closet in the hallway and found a bundle in it. In a rag, objects similar to a sawn -off shot and a pistol were wrapped.

- I had a shock. Denis really had a registered weapon - Saiga. It was stored in a safe - away from the children. He would never leave the weapon in the hallway in a rag, ”says Irina.

The widow is confused by another fact. Denis Pushkarenko died on October 22. With him there were keys to the apartment, which still had not returned his wife.

- But I did not guess to immediately change the castles: I did it only on October 29. At the same time, I tried not to appear in the apartment: it was just scary. Now I understand that at any moment a person with keys could come to the apartment and put anything there.

Whether Denis Pushkarenko’s fingerprints were on weapons, his wife has not been reported so far.

- After a conversation with Anastasia [Tchaikovskaya], Bastrykin gave two weeks to disclose the murder of the novel. In less than two weeks, they found both a person who can be accused of murder and “weapons”. At the same time, officially no charges against my husband were put forward - there is even an appropriate letter from the UK. It was just necessary to report.

Irina notes that Denis Pushkarenko had no opportunity to take possession of the “rook”: he was a deputy director, but was not part of the founders. Moreover - after the murder of Roman Tchaikovsky, he left his position, fully concentrated on the clining business.

A receipt for millions

Anastasia Tchaikovskaya does not believe in Denis Pushkarenko. He says that Denis and Roman were friends, and the motive for murder in this case is not clear. At the same time, in the case of the murder of Tchaikovsky’s novel there is a detail that Anastasia mentioned in a conversation with me: on June 8, on the eve of a fishing departure, Roman took 10 million rubles from a large Nizhnevartovsky businessman Yevgeny Yurchenko, director of the SlavtEK corporation.

- I learned about this loan only after my husband’s death. I tried to find out from Yurchenko why my husband had money. But it was not possible to talk to him.

I could not talk to Evgeny Yurchenko. The businessman’s reception was reported that he was on departure, and asked to send an e-mail for him. He did not answer the letter.

It is possible to assume why 10 million rubles were intended, if you pay attention to another document.

- In the Investigative Committee, they showed me a receipt on behalf of my husband. It said that the money was transferred to the second founder of Rook by Leonid Zyatin as a payment for his share in the company, ”says Anastasia Tchaikovskaya. - At the same time, on the receipt there is a signature of only my husband, there is no signature of Zyatin. Whether this money was transmitted to Leonid Zyatin - I am not known. We are now not communicating with Leonid: after the death of Roma, he began to slowly “move” me from business in “Roadier”, and then completely - demand to give him a share. Allegedly at the expense of her husband’s debts to the company.

Whether Leonid Zyatin received money and whether he really wants to get a share of a former companion, I could not install it. The businessman refused any comments before the end of the investigation.

Anastasia Tchaikovskaya says that a few months before the death of the novel, he and Leonid Zyatin began conflicts related to business. She does not know their essence.

Other versions of what happened were also voiced in the Ugra media. According to one of them, Tchaikovsky took 10 million rubles to repay debts to the “rook”. The portal Yugrapro writes that people from the “close circle” of the novel could learn about money and kill the businessman to take possession of the amount. Who exactly could do this - not one of the interlocutors of the "new" could confidently say. At the same time, the wife of the novel Anastasia Tchaikovskaya noted that she considers this version of worthy development. The “close circle” of the novel, ”she says. - These are the people with whom he intersected at work. Most of them after his death did not even ask if it was necessary to help with something. That is, I have the feeling that they are at least like he died. ”

— Предположительно, он обратился к людям из ОПГ «Салаватовские» (действует в Югре, известна крышеванием бизнеса и нападениями на полицейских). Те взяли деньги и просто убили самого Чайковского.

Кто входит в ОПГ «Салаватовские» — собеседники «Новой» говорить отказываются. В югорских СМИ их имена не называются. Znak.com в публикации «Кражу нефти в Югре крышуют полицейские» в 2015 году писал, что у группировки, вероятно, были контакты с бывшим главой ОМВД по Нижневартовскому району Сергеем Зинченко: тот якобы контролировал незаконные врезки в нефтепроводы, которые делали «салаватовские». Сам Зинченко в 2017 году был осужден за превышение должностных полномочий: распорядился не досматривать грузовик, перевозивший украденные трубы.

Еще одна версия гибели Чайковского, звучащая в югорской прессе, — о том, что Роман сам давал деньги в долг: причем как нижневартовским микропредприятиям, так и силовикам. Кто-то из них, полагают СМИ, не захотел возвращать долг. Найти подтверждение этой информации мне не удалось.

Следователь Мурат Цуроев, расследующий смерти Романа Чайковского и Дениса Пушкаренко, рассказал «Новой газете», что расследование уже близко к завершению. «Где-то через месяц мы будем готовы назвать имена и обстоятельства», — заявил он.

Судя по настрою родственников погибших, любому заключению следствия понадобятся доскональные обоснования.
