On the streets of Krasnoyarsk - a selective emergency mode: serial corpses and inciting hatred for zoo defenders and street dogs

The emergency mode was introduced in the part of Krasnoyarsk - in fact in all the outskirts of the areas, almost throughout the city perimeter. The authorities motivate this by serial attacks of the flocks of homeless dogs on people.

“New” in wrote about the wave of panic messages that had overwhelmed the city: five corpses have already been attributed to the dogs. The city hall created an operational headquarters for the fight “with animals without owners, showing unmotivated aggressiveness,” forms operational groups for patrolling in the city areas. This was preceded by the detention of the head of the city department of roads, infrastructure and improvement (surprise) Yevgeny Petryuk, now he is under house arrest.

On the main questions - whether the bites are lifetime on the found bodies, whether the dogs are bites, on which the statement is based that these animals without the owners - there are no answers yet. Back in December last year, recognizing the solution of the dog’s to the mayor to be ineffective and introducing an idea to the mayor and warn the first vice-mayor, the regional prosecutor's office stated: “Control over the contractors (catching dogs) is entrusted only to one official (Petryuk), which, in principle, excludes the possibility of his proper (control) in connection with a large number of applications.” Now the trace of Petryuk is charging: “He did not control the execution of the activities of the Homeless Dog shelter in terms of catching and the content of homeless animals, which entailed the infliction of death by homeless dogs to a woman on February 22. Another woman is hospitalized with severe injuries. ”

At the same time, at the same hour on February 25, the UK reports another corpse, but for some reason "with injuries characteristic of pets bites."

What are the differences in the bite, that in the first case they are attributed to homeless dogs, and in the second to pets?

So - the examination is not ready, there are five published and widely discussed corpses. However, the extreme is already found, hunting has been declared for dogs. And all this extreme reality is done in parallel to ordinary and peaceful - a competition for the delay of homeless animals and discussing a one -time investment from the budget of 0.5 billion rubles in the construction of a dog nursery and then annual 150 million for its maintenance. The "Homeless Dog" shelter could solve the problem with less large -scale (orders) in injections - it needs only 5 million to install additional enclosures. And then the content of 500 dogs, according to volunteers, will cost 23 million annually. But humanism (and, probably, modesty) of the zoo defenders does not suit the authorities. Like the humanism of the new federal law on animal handling. And no matter where, five appear, hungry with hopeless dogs.

“The examination with all analyzes will be prepared for 30-50 days,” says Svetlana Sgumennikova, the Zoo -defender and the head of the homeless dog shelter. “But even if we assume that dog bites will be considered linked and they will be called the cause of death, on the wounds, it is written that it was homeless dogs?” How they bite, we know: legs, arms, buttocks. And in the neck, groin, the armpits are bitten specially trained, security. They teach dogs to cling to the FSIN, police. It cannot be argued that this is a dog (dogs), trained in the zone, but judging by the photos that I saw, these are very strange wounds. And then. In addition to the fact that all raised bodies are homeless people. Meanwhile, events develop in the format of extraordinary. Everything is as it should.

“Dogs already naturally eat people! And this, of course, is horror! ”, The head of the Public Chamber of Krasnoyarsk Sergey Volkov writes from an emergency meeting in the city hall.

At the same time, fakes appear on the network about the beginning of mass cleaning of the city from dogs. The operational headquarters calls to tighten federal legislation in relation to dogs. From the project of the City Council appeal to the State Duma 17-PR: “498-ФЗ prohibited the possibility of regulating the number of animals without owners by shooting or killing methods. [...] However, situations arise when the use of such measures is a necessity. For example, when a person dies as a result of an attack by dogs and such animals pose a potential danger to citizens. ” Mayor Sergei Eremin announces on the Council of the Association of Siberian and Far Eastern cities: “The law pulled the blanket in the opposite direction - when the dogs are protected from people, and people from dogs are not. Now we record that even chipped and sterilized dogs behave aggressively and attack people. It is urgent to revise certain articles of the law regarding the lifelong content of stray dogs. ”

A year ago, Krasnoyarsk was preparing to meet the Winter Universiade and foreigners, and the first vice-mayor Vladislav Loginov said that measures would take measures against stray animals and “unreliable citizens”, dwell on prostitutes and homeless people.

Apparently, the elderly, poor people, disabled people, ugly women should be strained: should they appear on the streets - suddenly foreign athletes will be noticed from buses?

So nothing unexpected. This is such a fundamental view of reality. The other day, the adviser to the vice-governor, taking care of not spending an extra state ruble on sick children, advised (for some reason to people, not the boss), who should give birth and who do not. This is all the same insoluble in any way the question is whether it is about the dogs, about the homeless, about whether it is necessary to support the life of hopelessly sick children. The mentioned FZ-498, which prohibits euthanasia and obliges local authorities to contain aggressive dogs in nurseries, was adopted on December 27 of the year before last. The Krasnoyarsk Territory has not yet transferred the relevant authority to the municipalities. The authorities picked the year in the nose. And then they realized. But there is no sense in emergency mode, if only dogs are not killed (and the law prohibits killing, the police will definitely not shoot).

If the emergency is announced simply for “monitoring the situation”, that is, fruits. Only the "dog" has a shelter in Krasnoyarsk, which means, under the new legislation, only he can engage in catching animals.

However, on February 29, a rally was held in Krasnoyarsk against an environmental disaster and black sky. If in these spaces there is nothing of the life of a million fellow citizens, why will the dogs suddenly regret here?
