The administrative protocol for the “hidden form of a public event” was drawn up for activist Dmitry Positselsky, detained on a single picket in honor of the birthday of the convicted person under the “Dadinsky article” by Konstantin Kotov. This was reported in the telegram channel "Protest MSU".
The text of the protocol, represented by Positselsky, states that his actions were a "hidden form of a collective public event." In this regard, the activist was charged with a violation of the rules for holding rallies and pickets, committed again during the year (part 8 of article 20.2 of the Code of Administrative Offenses).

For the “hidden form of a collective public event”, for example, Alexei Navalny and two employees of his headquarters for the distribution of leaflets in Moscow in the summer of 2017, participants in the headquarters of Navalny , who distributed balloons in Cherepovets in 2017, andthe leader of the Kuban “doctors alliance” in Sochi in December 2019, were fined.
Dmitry Positselsky was detained in Moscow on February 22 and delivered to the China-Gorod police department. According to the PSICEL OVD-info, he stood at the monument to the heroes of Plevna in a single picket dedicated to Kotov’s birthday, with the poster “cancel Art. 212.1 of the Criminal Code ". At this moment, no one spent other single pickets on the Square of the Ilyinsky Gate, there were no detailed posters. Two policemen approached him and took him to the car carrier, not introducing himself and not calling the reason for the detention.
