Today, the Kremlin website has published a list of instructions on the reform of the Russian national immigration policy. The main thing is a sharp simplification of migration modes and procedures.
The main status that allows us to claim Russian citizenship is a residence permit.
The conditions for its receipt will be registration in the state information system (GIS), accommodation in Russia, compliance with its laws, the absence of dangerous diseases "and, as a rule, knowledge of the Russian language."
The Institute for temporary residence is abolished as an extra and corruption stage to a residence permit.
There will be three options for obtaining Russian citizenship: general, simplified and special.
Simplified applies to citizens originating from countries “close to us in sociocultural terms”, subject to “the presence of positive social ties in the Russian Federation, a vulnerable position, etc.”. As with a general manner, a new citizen will have to know the Russian language and not have "socio-conflict situations during the period of residence in Russia."
There will be no "investment" in Russia.
A unified regime of long -term (more than 90 days) stay without obtaining a residence permit or citizenship is introduced. First - for citizens of the EAEU countries with visa -free entry. For this, you also need an account in GIS, the lack of dangerous diseases and a Russian biometric document.
The grounds for an unlimited stay in Russia will be either labor activity, or education, treatment and other cases.
For migrants, “loyalty agreements” with a list of conditions, the violation of which will entail the expulsion, can be introduced.
“The law -abiding and regular payment of tax and other mandatory payments are necessary and sufficient conditions for the preservation of the right to stay and implement labor activity in the Russian Federation.”
The fact that the procedure for obtaining Russian citizenship will be sharply simplified is known in early February. In the future, it can be obtained without abandoning the existing one.
Officials are faced with the task of attracting to Russia, again losing the population even taking into account migration, 5-10 million new citizens, and finding new citizens abroad is the most obvious way. Moldova, Kazakhstan, Belarus, Germany and Ukraine are considered as donor countries.
The simplified procedure for obtaining Russian citizenship without abandoning Ukrainian is pushed by residents of self -proclaimed DPR and LPR (and parts of the regions remaining under the control of Ukraine). We told in detail how much the distribution of passports can cost Russia: only the payment of pensions can cost at least 100 billion rubles a year.
