To begin in the morning, the LDPR leader Vladimir Zhirinovsky, before the plenary meeting, told everyone the audience about the support from the LDPR of constitutional amendments, and then suddenly said, "that if this updated constitution enters into force in April, then, probably, the country should hold the early elections of the State Duma." Then it turned out that United Russia Alexander Karelin is ready to quickly make such an amendment - about early parliamentary elections. And the State Duma speaker Vyacheslav Volodin agreed to consider the proposal right on the same day: “As part of the regulations, it must be prepared, distributed in the hall, and we will consider it,” concluded Volodin.
“Not a single deputy of United Russia will act with a legislative initiative in such a difficult time without agreeing with the party leadership,” said political analyst Dmitry Oreshkin. - The party leadership in no way will allow its party members to articulate these initiatives without agreeing them with the leadership of the Kremlin. Not a single party and no parliament will go to early elections without acute necessity. Elections are always uncertainty, you can win, or you can lose. This is especially true for single -mandate deputies. Therefore, a good reason is needed. And it seems to me that the reason is quite transparent. Russia as a whole and its average voter will be presented with a very plausible picture: the country is essentially a new constitution, the country is essentially a new parliament and a new state Duma.
“It is obvious that the authorities are afraid of growing protest moods and decided to hold the elections now, until their ratings fell too low, and the opposition was not yet consolidated,” said the “new” political scientist Abbas Gallyamov at a time when the idea of early elections was only voiced in the State Duma.
- Following this logic, by the way, it can be expected that, following the early parliamentary elections, the authorities will announce the early presidentials.
On the wave of the expected proposal for early elections to the State Duma, which, according to the sources of “open media”, was already known since February, another loud proposal was received. Valentina Tereshkova, a member of United Russia, proposed either to remove the restrictions on the presidential terms, or record the provision in one of the articles of the bill that "after the entry into force of the updated constitution, the current president, like any other citizen, has the right to be elected to the post of head of state."
After such an initiative, Volodin announced that the deputies need an hour and a half break, and the amendment proposed by Tereshkova requires discussion with the president. Vladimir Putin arrived at the State Duma quickly - after 15 hours. Deputies met the president with applause, standing. The president immediately stated that he was informed of discussion. And since he “all started” with him, he should speak with his position. The president did not support the amendment on early elections to the State Duma: “If the Russians vote for a new constitution, then they are for this Duma. The question is closed. " After the words of the president, deputy Karelin, of course, withdrew the amendment on the “early elections” from consideration.
But the resurrection of the presidential terms, according to Putin, would be possible "provided that the Constitutional Court will consider this not contrary to the Constitution."
The Communist Party fraction voted against the "zero of the deadlines." “For” - the rest of the 380 deputies present.
“What has been happening in recent months is throwing within the same political leadership where different concepts are constantly fighting with each other,” political analyst Alexander Kynev tells the correspondent of “New”. - It turns out that the concepts are changing too quickly, and not everyone has time to report it. Rumors about early elections have been going on for a long time: before Putin’s last meeting with the leaders of the fractions. It was expected that it was about to be announced. Everything was wandered, brooded, but the first person came and said: “No, not necessary,” but it supported another idea about the zeroing of the deadlines.
In my opinion, this speaks of two things: the authorities do not understand what it wants. She understands that there is a certain problem of transformation, and somehow you need to prolong yourself.
At the same time, there is no understanding which script is better, so it rushes between several scenarios. That is why [it turns out] such a muddy project, because the authorities do not understand what it needs. I think that the population and elites will not be perceived as the power of power, it will be perceived as weakness and misunderstanding, what to do and how to be. Moreover, for many people, this will be a sign of disappointment and hopelessness.
Political scientist Abbas Gallyamov believes that the throwing of the authorities regarding the holding of early elections indicate the “struggle that went inside it” until the very last moment. As for Putin’s words about the “reversing of the deadlines” depending on the decision of the Constitutional Court, Gallamov says the following: “The reference to the constitutional court shows that Putin considers his priority task to hang the situation so that no one understands anything. So that the freedom of action remains behind him. ”
- I do not think that what happened today is a previously directed performance. Before us is improvisation, ”Kynev sums up. - There was no original plan, this concept changed before our eyes, which speaks of internal uncertainty. I think there were several alternative scenarios, and they were all implemented at the same time.
