Coronavirus requires radical measures

The main idea that I want to convey to everyone: coronavirus is an unprecedented threat to the population of our country, which requires an immediate adoption of a number of radical anti -epidemiological measures.

The author wonders which Russia will go in recognizing an epidemiological threat: by Iran, where everyone denied, and then there were no free places, or Israel in hospitals, whose authorities introduced unprecedented measures of prevention and quarantine.

In essence, we are all now at a crossroads, deciding on which path to move. According to (conditionally) Israeli, or according to (conditionally) Iranian. What is the difference? I will explain. The Iranian path is when the deputy minister of healthcare acts and says that there is no coronavirus in Iran, and after a few hours he will be taken to the hospital in serious condition. And Israeli: “About everything that you do before the outbreak of the epidemic, they say:“ Do not exaggerate, ”and after the flash they begin to ask:“ Why didn’t you do anymore? ” So we prefer to exaggerate and raise the bar of warnings as high as possible to prevent the spread of the virus in the country. ” This, by the way, is the words of the Minister of Health of Israel.

It seems to me that for many, the Iranian path seems more attractive and comfortable. Many would like to apply the formula: "Coronavirus is an infection banned in the Russian Federation." I hope that no one will make such an amendment to the Constitution.

To the honor of our deputy community, it reacted to my previous publications . The deputies even considered it necessary to invite to the report on the preparation for the epidemic of the regional Minister of Health Konstantin Khalzov. Unfortunately, despite the correctly posed questions, the conversation in the Legislative Assembly turned out to be superficial and incomplete. The most important issues of planning turned out to be unreleased. The minister’s words that there will be no interruptions with masks, since the two Novosibirsk plants received an order to increase their release, were accepted on faith.

The questions did not raise what the production capacity of these plants, what are the reserves of the raw materials that came from China. It was not specified whether the survey rate was established in one hand, whether it is planned to leave all these masks in the region, or there are contracts for the supply of them to other subjects of the Federation. That is, dozens and dozens of the simplest, but requiring clear answers of ordinary staff planning questions.

The minister’s statement was not checked that two sanatoriums (one in Novosibirsk, one in Berdsk) are planned to be reprofiled for places for quarantine. At the same time, the names of the sanatoriums were not given for incomprehensible secrecy. The journalists of the Courier. Miduas. Berdsk, within a couple of hours after the minister’s performance, rang all the Berd sanatoriums and found out that none of the main doctors of the sanatoriums and heard he heard that someone's institution would be re-profiled under a quarantine hospital.

Meanwhile, the sanatorium cannot be turned into a hospital overnight for especially dangerous infections. A lot of organizational issues should be resolved, starting from the configuration of the sanatorium with the necessary resuscitation equipment, engineering and technical issues should be considered, the problem of displayed medical materials worked out. I need clarity with staff. Who will be - federal biological protection services, military units, trained employees of infectious hospitals, volunteers or doctors of the common hospital network mobilized in the orders and arbitrary? I would venture to say that further this conversation preparations for the arrival of coronavirus in Novosibirsk and the region did not go.

Meanwhile, something cleared up during this time. It became clear to many that the version that coronavirus infects only the Chinese is nothing more than a “pleasant” myth, especially the regrettable in the lips of some “famous” doctors. Today it is already obvious that the assertion is that coronavirus is no more dangerous by its mortality than ordinary flu is a simple jerking and propaganda technique, unscientific and rather dangerous, since it lulls the vigilance of the general public. Of course, the coronavirus is not a plague, not a cholera, not a Siberian ulcer, but mortality in the range from 1.5 to 4% is not at all jokes, if you try on it for your relatives and acquaintances.

It became clear that coronavirus, similar in electronic photography to the horned sea of ​​the Second World War, has a number of unpleasant properties. First of all, this is a long, according to some reports, reaching the incubation period for 28 days (although a period of 14 days is considered generally accepted), which can very often proceed asymptomatic, and its carrier at the same time infects others all the time. Secondly, the virus mutates. And not towards the relief of the disease, as many claimed, attracting an evolutionary theory behind their ears (where, the virus should become more harmless, since if he kills everyone, he will not be able to spread further), including (one of the strains) towards greater danger. Thirdly, they can be infected again. This means that there is no persistent immunity, again, this proves the fact of a mutation, and this noticeably complicates the production of the vaccine. Finally, fourthly, the virus is quite racks in the external environment (which the World Health Organization specifically explained), and to expect that the summer will stop it, does not have to.

I think that those who do not consider coronavirus as a problem suited from a finger of the media will not be superfluous to recall my proposals published in January. Let's check how crazy they are?

Perhaps not quite. The reduction in air traffic with China and a sharp restriction of transportation proposed in the article was introduced about 5 days after its release. Although Chinese students, of course, did not manage to isolate before leaving the holidays and arrival at the hostel, but, nevertheless, observation of them was carried out, although late. According to federal orders, centers were prepared for the passage of quarantine, although hastily, albeit with a large organizational confusion. But now the search and isolation of the newcomers from Italy of sick tourists is done quickly enough. Apparently, in our conditions, the call of Sobyanin to those who returned from abroad to residents of Moscow to keep quarantine at home. Reasonable, because there will not be possible to organize such dragon measures to organize quarantine as in China in Russia. First of all, there are no sufficient technical means, there is no appropriate performing discipline, and the population itself, under the influence of a heap of soothing articles and television programs, underestimates the danger and does not feel its own responsibility. In general, the actions of the federal government as a whole were mostly adequate in this matter even compared to the actions of the governments of other countries.

The processing of public transport in Chita began to be carried out a few days later, after the release of my article. Data on the use of ultraviolet lamps in public transport and public places in other countries appeared ten days ago, and now they are contained in the form of direct orders of Sobyanin in Moscow, which are already being implemented. Nevertheless, I will allow myself to repeat and remind you of my proposal to supply the quartz lamps of control campaigns and residents for installation primarily in the entrances and elevators, which - which was confirmed - are the main tanks of infection in residential buildings.

Disinfection with chlorine -containing solutions should be carried out by the forces of managers and cleaning campaigns in the entrances, as well as in all shopping centers of Novosibirsk, as is already done in Moscow, although there it is carried out in a slightly more lightweight version compared to my proposals.

As for the apparatuses of the artificial ventilation of the lungs (IVL) and the apparatus for giving oxygen, then, as far as I know from my sources, no one has yet conducted an inventory and did not try to repair the available breakdowns. Equally did not record protective costumes, nor reserves of consumables and inventory in case of sudden shortage due to intensive use. Back in January, I wrote that there would be an inevitably shortage of medical equipment and equipment. Yesterday Italy turned to China with a request to send several thousand (!) IVL devices and consumables.

Finally, the most important at this stage. A decision should be immediately made on the transition of all students to home education, for a period of at least to exams. Of all anti -epidemiological measures, this measure is the cheapest, painless and effective. Obviously, in the presence of the minimum explanations, the Russians will react to such a measure with understanding, and this will not entail any political consequences negatively for the authorities, rather, it will be perceived positively.

The time that could be used to gradual transition to distance learning is missed (and continues to be missed). All the conversations that the need for quarantine is not obvious, because children do not get sick, absolutely superfluous. Children serve as carriers of infection, and this is especially true for students.

It seemed to me absolutely necessary to avoid in an article about the coronavirus of any politicization and political generalizations. In the face of the coronavirus threat, all the pushing of the constitution by the authorities and the concentration of the opposition solely on criticism of this pushing seem to be a small, hopelessly party, inappropriate and narrow -minded approach. However, I can’t help but say that after the abolition of such public events as the Krasnoyarsk and St. Petersburg Economic Forums, further preparations for a popular vote under the Constitution look very strange. Let me remind you that the epidemic in Ujan has acquired new sharp rates of distribution after the city hall of this city, ignoring the warnings of doctors, spent a 40-thousand-thousand-might holiday-master. I’m afraid that this Mayevka will seem to be a harmless children's matinee compared to the vote of 50 million citizens in the premises of polling stations, with a continuous human stream, in the presence of members of election commissions, among which they may be infected. The next day, these premises - often these are schools - will accept teachers and students. The result is quite predictable.

What seems important today? Let me finish with several scattered thoughts-recommendations.

1. Reasoning about the weak effectiveness of medical masks should be strongly rejected. It must be honest that our state, like others, is not able to provide the entire population with masks. Given the obvious deficit, it is necessary to call the population to sew reusable masks from 6 in -line gauze. In order not to speak there, they will be quite effective in the sense of non -proliferation of infection, and protecting from infection of healthy ones. Of course, the entrance without masks to public transport and shops should be prohibited.

2. For health workers, plastic masks that protect their eyes, and respirators should be purchased, such as they are universally sold (so far) in construction stores.

3. It is necessary to recommend not only frequent wash of the hands with soap, but also rinsing with a saline solution of the nose and throat after visiting public places. This is what patients with weakened immunity usually do. Frequent hot drinking should be recommended in small portions, as the virus dies at a temperature of more than 50 degrees. Everyone who will continue to go to work will be enough to take a thermos with you.

4. When the first patients appear, it will be necessary to brand tape of ventilation holes in bathrooms, toilets and kitchens of apartment buildings. Lukes on the attics, doors or frames of the windows in the windows of the lower interethrheal sites should be opened to create an inflow and blowing up the entrances. Frequent and properly organized ventilation has always been one of the anti -epidemiological measures.

5. Each of us will have to abandon a number of things: visits to any mass events, which, of course, need to be canceled, we have to refrain from unreasonable access to public places, from close contacts with unfamiliar people, from handshakes, observing the “Chinese” rule of “undeveloped” closer than two meters.

Even these simple measures will require clarifications, beliefs, prolonged campaign and preparatory work, in a couple of days you can not achieve the effect. I think that many media of Novosibirsk need to recall the journalistic duty, that the media is inherent in an educational role. Do not wait until the power itself renews and turns to journalists for help.

Consider this article a direct appeal to our regional and city authorities, which show absolute passivity and carelessness, do not feel their responsibility and are waiting for instructions from above. Obviously, in March, quarantine will not be as effective as it would be in January, so today you need to immediately think about socio-economic consequences. The laws of epidemiology act everywhere on Earth, as well as the laws of gravity. And the territory of Russia, Siberia and Novosibirsk is no exception. If we have a situation as in Milan, then in comparison with it, the financial crisis and the fall of the national currency will seem flowers. It is now time to recall your own responsibility, to forget about all the contradictions and party disagreements and show a little personal initiative in order to prepare at least in a minimum way for future trials. If this is not done, I’m afraid that in the near future we will learn a lot of facts about how individual representatives of the authorities will run away from the workplace or get drunk from fear right in their office.

I do not call for the immediate adoption of any expensive measures, it is just about developing a clear plan of action in the event of an emergency.

If the danger is not so great, and the fears will not be confirmed, I do not mind that then all the rest of their lives all those wishing to twist on my finger at the temple, showed me with the same finger on the streets, but today I consider it necessary to encourage the power to take at least some practical step in the right direction in all ways.
