In mid -February, it became known that the Russian Ministry of Defense transferred two buildings located in Berdsk to the Balanca region of the Novosibirsk region. The buildings were deployed on the site of the former base of the special forces brigade (67th GRU special forces brigade). The FSIN planned to open a correctional center here. Veteran organizations of the city, in turn, considered the abandoned base as a place for the Patriotic Center with the Cadet Aviation Corps. The first vice speaker of the Novosibirsk Legislative Assembly, retired Lieutenant Colonel Andrei Panferov sharply criticized the initiative of the FSIN.

Residents of Berdsk created a petition to the president with a request to “prevent the opening of a correctional center for convicts”, it was signed by about 8 thousand people. As a result, the Federal Penitentiary Service abandoned the former special forces base and suggested that the Berdsk city hall call an alternative platform for the correctional center.

At the rally, the last commander of the disbanded Berd brigade of the GRU special forces Mikhail Shustov spoke.

“I was a deputy of the City Council. When I learned [about the intention to give the former base from the institution of the FSIN], I was indignant. There remained a monument to our guys, ”said Shustov. “And so that there were people who are criminals ... no one will take care of him.”

According to the former military man, adopting the law on correctional centers, "the state offers a load from the federal shoulders on the shoulders of entrepreneurs." The local authoritative businessman Viktor Golubev , who expressed his readiness to build the center, was called a "traitor, not an honorary citizen."

On the eve of the rally, the mayor Evgeny Shesternin officially refused the regional department of the FSIN in the deployment of a correctional center in the city and supported the idea of ​​veterans to create a military-patriotic center based on the GRU special forces.

The official said that in the city there are no opportunities to place a correctional center. According to him, it is planned to place the center for the Berd branch of the Unarmia in order to “raise men” at the former special forces base. After the performance, Zakharov said that he was ready to answer “honest” questions in another corner of the square.

The organizers of the action also collected signatures of the participants under the petition against the construction of the correctional center. It is planned to be sent to the federal authorities to the regional prosecutor's office.
