The Ministry of Finance allowed public procurement without a competition

The Ministry of Finance changed the rules of public procurement: most of the goods and services from the only supplier can be bought without a competition, they write “Vedomosti”.

In the letter of the Ministry of Finance, which is quoted by “Vedomosti”, the spread of coronavirus is called the circumstance of force majeure. Customers are allowed to refer to him by organizing purchases from a single supplier without a competition, if other methods take more time.

The General Director of the Urvista Law Company Alexei Petropolsky states that public procurement through the auction has been actually canceled: since the beginning of 2020, according to Zakupki.gov.ru, purchases were made in the amount of 1.3 trillion rubles, for the entire 2019 - 8.2 trillion rubles. The new system can lead to abuse, he believes.

For small and medium -sized companies, it was the competition in the public procurement system that was almost the only opportunity to get a major contract from the state, says Director of the Infoculture ANO, Ivan Belytin. The new rules will worsen the situation of business, which now endures losses.
