
Mozherin is suspected under Part 2 of Art. 286 of the Criminal Code of the Russian Federation (abuse of authority, entailing a significant violation of the rights and legitimate interests of citizens).
The audit found that he illegally canceled the decisions on recognition by emergency and demolition of 30 apartment buildings. This Mosherin violated the rights and legitimate interests of citizens entitled to relocate from dilapidated and emergency housing, the regional prosecutor's office said.
In January 2020, Mozherin refused to submit documents for his re -election. The politician noted that “Rad” of incomplete projects, and “worthy managers” will continue the work.

Alexander Mozherin won the mayor’s elections in 2015 with the support of United Russia. Later, the regional authorities canceled the elections of the heads of cities (except for Novosibirsk and Koltsovo) - they are appointed by the City Councils on the proposal of the competitive commission, half compiled from the delegates of the governor.

Documents for participation in the competition were also submitted by three employees of the OSD administration: the chief specialist of the control and legal department Alexei Zaitsev, the head of the city planning department Andrei Belyakov and the chief specialist in the maintenance of information systems Igor Pochinkov.
