In his blog, Moscow Mayor Sergei Sobyanin said that he made changes to the decree on restrictions on movement in connection with coronavirus, adopted on March 5. Now Muscovites are allowed to leave the apartment only in cases:

• seeking emergency medical help and other direct threat to life and health,
• trips to work,
• shopping in the nearest job store or pharmacy,
• Walking pets at a distance not exceeding 100 meters from the place of residence,
• the need to take out the garbage.

Such restrictions will enter into force on Monday, March 30, to what date they are introduced is unknown.

The mayor emphasized that such measures are taken so that "the number of severe patients to grow gradually and so that the healthcare system copes." “The measures introduced today are absolutely necessary. But the effectiveness of these measures to contain the rate of spread of infection depends on the behavior of each of us. The lawyer of the Human Rights Group "Agora" Leonid Soloviev explained to "Medusa" that "there is no responsibility for violation of the decree and the law is not provided for by law." “You cannot oblige citizens to be at home and not go outside, prohibit them with freedom of movement - inalienable constitutional law, bypassing the law of the procedures provided. It is possible to prohibit citizens only after the introduction of a state of emergency, ”Soloviev said.

According to him, only the presidential decree, confirmed by the Federation Council, can introduce a state of emergency. After that, quarantine measures can be extended to everyone. “But in this case this was not done, and the mayor, being the highest official of the city, bypasses all the procedures and is engaged in the fact that it allegedly obliges people to observe this regime. The legal nature of this decree is an appeal, this is not a binding, ”the lawyer added, calling Sobyanin's measures“ rehearsal of the emergency regime ”.

“It is obvious that in the current difficult situation, unfortunately, many Muscovites will lose their jobs. To help them, a special complex of support measures will be developed, ”said Sobyanin. As the first step, the city hall will pay 19500 rubles a month to unemployed residents of the city. Payment will be assigned automatically - without submitting applications. Later in the evening of March 29, it became known that the unemployed residents of the Moscow Region would pay 15 thousand rubles.

In addition, the Moscow City Hall will extend for nine days traveling to everyone who will fulfill the requirement of the home regime and will not make a single trip from March 28 to April 5.
