-In the 90s, the talented American programmer Phil Zimmerman wrote a PGP encryption program. Persistent cryptography with an open key has become available to wide circles of users. From now on, they could protect their data so that no one was able to hack this reliable protection. PGP has become popular around the world. What did American officials do? They began a criminal investigation against Zimmerman. In their opinion, Zimmerman violated the law on the restriction of the export of dual -purpose goods. The US government accused the programmer of doing something like weapons export. I violated the monopoly of the state.

Article 71 of our Constitution includes, in particular, “determining the procedure for the sale and purchase of weapons, ammunition, military equipment and other property; Production of toxic substances, narcotic drugs. ” It is proposed to add to this series “ensuring the security of the individual, society and the state when applying information technology, the circulation of digital data”. When I read these lines, I recall the story of Phil Zimmerman. I want to say: “Dear state! People can and want to protect their data themselves. Just don't bother them to do it. There is no need to put data protection in a row with the sale of ammunition. ”

It seems that the state has something to do in the field of security in the application of information technology. For example, if you enter the sites of the Commissioners for Human Rights (Federal, Moscow), it can be found that the forms of statements with the most personal data are not protected by HTTPS. Criminal prosecution against Zimmerman has collapsed, and PGP -based products became the most common user data protection.
