Human rights activists draw the authorities’ attention to the experience of foreign countries, where the introduction of quarantine has significantly increased the number of complaints from victims of domestic violence.

They propose to explain to police officers the need to “immediately respond to reports of domestic violence and ensure the safety of victims,” and also not to prosecute those escaping from domestic violence for violating quarantine.

The document also speaks of the need to create a rapid response coordination center, which should provide medical, psychological and legal support to victims.
