Exposure of reality

In what is happening, we have a global and pan -European context - and there are local features.

The general is an epidemic and a set of measures, more or less coinciding or differing in countries. It is possible to argue here for a long time - and discussing what actions turned out to be correct and which are erroneous, what was necessary, what is excessive and what is insufficient - will be conducted for many years after the current situation will go into the distant past and become completely different.

And it’s not for me to speak out on all these issues - as well as how correct the specific measures of specific authorities are aimed at preventing the exponential growth of patients.

In this situation, I am interested in completely different - that which highlights the crisis.

After all, what is happening is by no means a medical question. Actually medical - do not exaggerate at all, it is the basis for making decisions - but not the decisions themselves.

Decisions are always about choosing and balance, including the balance of the living and the dead, about what can be neglected - and what is necessary. If at the level of everyday life we are spared the need to solve the problem of the trolleys-to crush the fat man or to leave it alive, then the power is the everyday life of such decisions, not always straightforward, but from this no less real-to finance this project or prefer it to be different, to open or close the first-aid post in some kind of deaf corner.

It turned out who exactly is visible, deserved to be taken into account in state logic. In shameless impudence, it turned out to be a public sector, state corporations and the population “on the content”-everything that somehow lived itself and managed to get out-outside the optics

And yet - these are decisions made in limited time. When you have to act here and now - realizing that it is likely to make a non -optimal decision, but there is no time spent on searching and checking options, so it remains to rely on scenarios developed and discussed at a more calm time, for intuition and habits. And on the scheme of reality that is exposed in consciousness.

In this regard, our Russian situation is especially indicative. Having superimposed on a series of changes that began in January - when, it seemed, nothing forced to sharp steps and unexpected decisions. What was the real reason to act and at this moment - we are unlikely to recognize reliably in the foreseeable time - perhaps it is precisely the feeling of relative lull, the decision to make changes at the moment when no one is waiting for them to control the situation from and BC.

But whatever the motives and foundations were - the gods decided differently.

However, in addition to the gods - there were quite human decisions. The idea to rewrite the constitution, making the darkness of amendments into it, completely unobviously coordinated with the first two, “booked” chapters-and cover everything from above with “popular voting”, which has no legal significance, but having political-highlighted a rather strange attitude to the right, willingness to go to improvisation where there is generally quite obvious legal path. At least it is difficult to imagine what could prevent the existing power to convene a constitutional assembly, revise reserved articles - or completely adopt a new constitution. This would not cause enthusiasm - but the implemented also does not cause mass euphoria.

And then - already fate, something not subject to calculations and discretions, intervened.

The planned "popular vote" was replaced by an unplanned regime of "general self -isolation." And the global economic crisis - even before its first waves reached Russia - has already aggravated its own, local.

But in all this - the same recognizable features. The right is considered excessive-it is replaced by impromptu decrees and orders, which to dispute if anyone is-then, firstly, without much chance, and, secondly, in any case, when still contesting all authorities will pass.

As a result, completely incomprehensible "non -working days", the introduction of quarantine - but so that the word itself remains uninhabited. Citizens over 65 suddenly discover themselves that have lost a significant part of civil rights - it is not known on what basis. But in reality, this means that between the right and reality - there is an increasing gap.

The current regime seemed for a long time, and in many respects was a legalist, triumph of positivist law enforcement, which identifies law and law - and seeing the last command of power. But the fact that the last months have discovered - this is the movement of this particular frame, now there has been a surprising carelessness in the coordination of multi -level norms, in the legality of decisions - improvisation and context triumph, acts are adopted more in the logic "everyone understands everything" and "not time to be attentive to formalities."

At the same time, it turned out who exactly is visible, deserved to be taken into account in state logic. Millions of those who are busy in small and medium -sized businesses - from waiters to locksmiths in car repair shops, everyone who survived to gray and black salaries - turned out to be simply "absent", how to survive them and how to emerge their employers - given to regional authorities. How to survive the entire field of services - and what to do to those who work there - still these issues have not even been awarded formal words, at least testifying to the understanding of problems.

The crisis is just beginning - it is clear, for example, that real economic problems are only coming to - and this is provided that an epidemic on a global scale will turn out to cope with effectively in the next couple of months. And what we see in our local realities are not only general problems, and not only unexpectedly starting to fail before that, like relatively regular structures - but also the perception of just ordinary bureaucratic procedures, legal mechanisms, etc. - As excessive, unnecessary.

So yes - this is the moment when you can see the device of our reality. And how we actually understand and see each other. And in our case, the discovered gives many reasons for sadness - and, it seems, almost no - for good hopes.
