The first statistical reports look extremely pessimistic. In France, over the first month of isolation, the number of cases of domestic violence increased by an average of 32%, in Britain the number of calls to a nationwide hot line increased by 65% per week, the Spanish hotline noted an increase in the number of appeals by 12.5% in the last two weeks, in Cyprus an increase of 30% was recorded.
In China, the number of cases of domestic violence has increased three times compared to the same period last year.
In Russia, one bloody drama is still. At the summer cottage near Moscow, a man killed his ex -wife, and later committed suicide.

- Is it possible now, after the first week, quarantine, talk about the growth of domestic violence?
- Applications to funds that help victims of violence come, but a little more time has passed for statistical conclusions. But we are sure that the number of appeals will grow. In practice, we are faced with similar situations during the New Year holidays and May holidays, during which people are together for a long time. The number of cases is also growing, however, they reach us a little later.
In a stressful situation, people do not always realize that help is needed urgently. And in conditions of self -isolation, when the aggressor is constantly at home, it can even be called.
- During the quarantine of families locked in apartments, in fact, are together around the clock. A potential victim all the time before my eyes. For the aggressor, does this situation become provocative?
- This is rather not a provocation, but the ability to use violence constantly. If under ordinary conditions a person can be distracted, go to work, then here he is left alone with the victim, there is nothing special to do, and he begins to work out his model of behavior. And, of course, alcohol plays a role. Alcohol itself is not the cause of domestic violence, but it is a tighter factor. And this already sounds in women's appeals: "He sits at home all day: drinks and hits."
- Can intensity enhance the fact that a lot of people from small businesses actually lost their jobs and got into a tough crisis?
- Certainly. This is an incomprehensible situation for everyone, there is no money, there are prospects either. This all adds stresses in the family. And here is also self -isolation. Everything is aggravated at times.
- Do you expect your appeal to the government to solve the problem?
- We hope for a response. In these conditions, we can only help remotely, but this is not the volume that is now necessary. And the issue must be resolved today. We are in a path situation: on the one hand, the courts are closed in our country and the police are engaged in everything, but not that, on the other hand, we still do not understand in which regions you can leave the house, in which it is not.
It is not clear whether the victim of violence can leave their housing or not, although in a situation of threat to life and health, in my opinion, it is obvious that it can. And, of course, the state should take measures.
Crisis centers are also in a difficult situation - they do not have the right to accept the victims in the conditions of universal quarantine, they do not have medical components to provide a quarantine regime, and it is also impossible to risk those who already live there.
I think that temporary shelters could serve as temporary shelters. But first, it is necessary to draw the attention of police officers that such challenges are really serious challenges, and they must immediately leave for them. Do not ask the victim to come to the district police officer and leave a statement. This is simply impossible in this situation.
- When to wait for the surge of episodes of domestic violence?
- It's hard to say, this is more about psychologists than to lawyers. During the New Year holidays, everything is usually aggravated by the end of the holidays. I think we will get growth by the third week of quarantine.
- And what advice can you give to those who are afraid for themselves, applicable to these unique circumstances?
- If there is already a situation of domestic violence, and you understand that it is aggravated, first of all you need to collect a “security suitcase”, as we call it. Put in it of the first necessity, must - documents: passport, medical insurance policy, and if you take the children, then their documents.
Do not forget, medicines, medical prescriptions for drugs that you must constantly take. And this bag should lie in a secluded place, so that if necessary it can be taken and immediately leave. There is no time for fees in critical situations, sometimes you have to literally run away from home.
It is also important to know that a woman can always receive medical care in an emergency room. If a woman is afraid to call the police or she has no opportunity, then in the emergency room, in addition to the fact that she will receive help, the causes of damage will be submitted to her card.
When injuries are criminal, doctors are required to report to the police. At least this appeal will help to fix the fact of beating. Try to agree with friends or relatives in advance that you can come to them if necessary. Look in advance in what mode the crisis centers operate in your region. In some, they continue to accept.
