With the assistance of the Russian side, the Ministry of Foreign Affairs of the Republic of Belarus organized from Delhi Spetsrais on April 6 for the export of both his citizens and Russian citizens. On board the aircraft were 42 Russians, who were then sent from Minsk to Moscow in a separate carriage of the Kaliningrad - Moscow train.
A few days ago, a new questionnaire appeared on the website of the State Services for the registration of Russian citizens located in a foreign state. The questionnaire has a item that sounds like this: “I undertake to undergo isolation and medical supervision within 14 calendar days from the date of arrival in the Russian Federation. Isolation and medical observation for people who arrive at the airports living in the territory of the constituent entity of the Russian Federation at the place of arrival are carried out at home. Isolation and medical observation for people who live to the airports living in the territory of another constituent entity of the Russian Federation, different from the entity of arrival, is carried out in the observation sites. ”
Despite the fact that the existence of observation sites in Russia is mentioned, citizens who arrive at the airports of not their cities are forced to get to their place of residence on their own.
No transport, certain flights or at least protection funds are provided to them.
Matvey Korstsev, who was able to fly out of Delhi on a flight organized by the Belarusian Foreign Ministry, told the “new” that he is now under self -isolation in his hometown. When asked whether special transport was organized from Moscow in order to carry all those who arrived in the regions, he replied that everyone got on his own.
- Everyone reached their own [to their cities], filled out questionnaires in which they indicated where, which transport. Our company, for example, those who were from Moscow, immediately went home by taxi, the rest immediately went to another station, to the train home. The trains are all empty. Everyone got differently to further points of departure to their cities: someone at the stations, someone at the airport, someone on a taxi home, ”says Matvey.

According to him, all citizens of Russia filled the questionnaire on the public services website. At the exit from the train, Kalinigrad-Moscow from the arrivals from abroad took out a questionnaire, interviewed and released.
“[Upon arrival in the hometown], doctors came in with the border guards, [we] filled out these profiles, a statement [about] on what day the profit and that were warned about responsibility, measured the temperature,” continues Matvey. In Minsk, they took their tests for Koronavirus, perhaps because of this the Russian side did not care about the issue of security in Moscow.
The words of Matvey are confirmed by the Russian citizen Olesya Efimova, who flew on March 31 on a flight organized by the Bibli-Globus tour operator, from India to Moscow. The plane sat in Moscow at Sheremetyevo Airport. People who lived in other regions of the country were forced to get to them. More than a week has passed since the arrival of this flight, however
In Russia, the process of safe transportation of citizens at the place of residence has not yet been established.
On April 3, the Novaya Gazeta journalist, Elena Racheva, arrived in Moscow from London on a charter flight organized by the Russian Foreign Ministry.
- Everything was organized normally, apart from the fact that the crowd was formed, and we all definitely reburied each other, if not yet before. All who met us were in suits, gloves, masks, glasses.
“True, I was offered a pen for the questionnaire that a hundred people had already used before,” Elena tells how they met their flight at Sheremetyevo Airport.
According to her, people were then offered to take them to the place of quarantine on buses. They asked to sign a paper in which it is possible to give consent to transportation or refusal. However, as eyewitnesses say, this is an unexplored practice.
The “New” appealed to the Federal Service for Supervision of Consumer Rights Protection and Human Welfare with the question of whether they plan to officially ask the Moscow government to organize special transport so that citizens can safely get to the places of isolation. So far, we have not received an answer from Rospotrebnadzor.
