The 22-year-old resident of St. Petersburg Vyacheslav Zakharov was fined 1 thousand rubles for walking around the apartments in Novgorod and distributing advertising leaflets about the installation of plastic windows during the self-insulation regime announced in the region. A similar punishment was received by 19-year-old Danil Repnitsyn and 21-year-old Yegor Grinevich. They all pleaded guilty.
