Yandex: residents of regional centers began to violate the self -isolation regime more often

The self -isolation index in Russia has significantly decreased after the first week of restrictions, follows from Yandex data. The self -isolation index (from 0 to 5), which the service counts on the activity of Russians before the epidemic, was released in Russia at a maximum of Sunday April 5 (4.1). But on Monday and Tuesday, it decreased to 3.2 and 3.1, respectively. This is about the same as on the same days of the first week of self -isolation (2.9 and 3.1).

In Moscow, the deterioration of compliance with insulation is more significantly noticeable: from 3.2 and 3.4 points a week ago to 3.1 points today and the day before. A similar picture in St. Petersburg and Yekaterinburg. At the same time, Moscow still has a majority of Russian registered cases of coronavirus - 660 out of 1175, registered per day.

Most (90%) Muscovites surveyed by VTsIOM claim that most of their friends and relatives observe the rules of self -isolation. In Russia, the indicator is lower, but not significantly - 81%. Most Russians (63%) evaluate the measures of the Russian authorities as sufficient, according to the VTsIOM website . In five days from March 29, the share of this position increased by 11%, and the share of those who estimated measures as insufficient reduced from 38% (March 29) to 26% (April 2).

Starting from March 30, the share of Russians who positively evaluate measures taken by the authorities to prepare medical institutions to receive patients. According to the results of the April 2 poll, their share was 43% compared to 34% of March 30. The percentage of Russians who believe that measures were insufficient, from 38% to 29% (by 9 percentage grounds decreased) decreased.

The vast majority of Russians announced the sufficiency of information regarding the situation with coronavirus in the world, as well as the ways of its transmission and prevention methods (88%). Only one of the ten Russians provided information is not enough (10%).

In Moscow, police officers received the right to draw up protocols for violating the insulation regime. The corresponding order of the Government of the Russian Federation is published on the portal of legal information .

On April 1, Russian President Vladimir Putin signed a law on criminal liability for violation of quarantine . The bill made amendments to 236 of the Criminal Code (violation of sanitary and epidemiological rules). Now, for such misconduct, depending on the damage, they will be fine in the amount of 500 thousand to 2 million rubles or to deprive freedom for a period of three to seven years.

In addition, Putin signed amendments to increase administrative fines for violation of quarantine. Now, if a citizen violates sanitary rules or individual requirements, he faces a fine of 15 to 40 thousand rubles. Large in total fines are made for officials and legal entities.

If these violations "entailed causing harm to human health or death of a person, but do not contain signs of a crime" a fine for citizens will be from 150 to 300 thousand rubles.

The bill also makes a new article of the Code of Administrative Offenses 20.6.1 and fines up to 30 thousand rubles for violating the “increased readiness” regime, which were introduced in Moscow and other regions of the country. If the violation entailed the infection of another person, then the fine can be 50 thousand rubles.

On April 2, the Moscow authoritieslegally approved the introduction of fines for violating the regime of increased readiness. For individuals who first violated the current measures for self -isolation, a fine of 4 thousand rubles will be provided.

For repeated violation of the increased readiness regime in the context of the distribution of coronavirus, a citizen will be obliged to pay a fine of five thousand rubles. The penalty for officials will be from forty thousand to fifty thousand rubles; For legal - from three hundred thousand to five hundred thousand rubles.

If a citizen violated the self -isolation regime using the vehicle, then this is punishable by an administrative fine of five thousand rubles. Cars of those who violated the self -isolation mode on them will be lingered and placed on a special parking lot.
