As the press service of the Central Military District (CVO) later explained, the primary express test showed the presence of such an infection with an employee officer, he himself was hospitalized, and he took from his samples to recheck and confirm.
According to official figures, the teacher before the COVID-19 was diagnosed at the Self-isolation from March 27, the school did not attend and did not contact his colleagues. Testing of close relatives of the teacher showed negative results, the doctors checked the personnel of the school. Nevertheless, the teaching staff, contacting the sick, was taken under observation.
The Central Hospital was not specified exactly when the officer could become infected, but, as RBC Perm found out, the teacher on March 19 met at the Perm-2 station of his relatives who flew from Turkey. According to the parents of the Suvorovites, the holidays in children began earlier than in ordinary schools, the children have already left and study for two weeks.
“But all these two weeks, the educational process is carried out remotely. Parents were also informed that the institution has a state epidemiological supervision (unit of the Office of Rospotrebnadzor in the Perm Territory). The premises will be processed, tests were brought, ”the parents of one of the Suvorovites told RBC Perm.
It was also reported that anti -epidemiological measures are being held at the school, a circle of persons who could contact the sick are established, a sanctuary is carried out and so on. In addition, the military prosecutor's office of the Perm garrison is working at the school.
According to the “New”, about 600 young people study in PSVU, and the employees-educators are traditionally in educational institutions of this type are not among the employees who work remotely, even in connection with the coronaviral infection. Moreover, they are the most tightly working with children. Unjustified risk
On March 27, an open letter appeared on the Internet to the Minister of Defense Sergei Shoigu, Moscow mayor Sergei Sobyanin and Deputy Prime Minister Tatyana Golikova. In it, the parents of the cadets of the Suvorov and Nakhimov schools, as well as other similar educational institutions, were asked to let their children go home during the epidemic. The document has been signed by more than four thousand people. According to parents, the pupils of more than 30 Suvorov and Nakhimov schools, cadet corps and female boarding houses under the jurisdiction of the Ministry of Defense are "undergoing unjustified risk." Adolescents aged 10-16 years are not let go home, while all other schoolchildren went on vacation.
According to the source of Novaya Gazeta, by order of the Ministry of Defense, the cadets were banned by dismissal, relatives are not allowed to be allowed. Despite the fact that in most educational institutions, teachers conduct lessons for teenagers from home, service personnel are accessed to the buildings.
In addition, the signatures of the letter note, many students are preparing for the rehearsals of the Victory Parade (held in Alabino near Moscow).

The website of the Ministry of Defense of the Russian Federation states that in Russia there are 11 Suvorov military schools, 7 presidential cadet schools, the Nakhimov Naval School and three of its branches, as well as 9 cadet corps (including the well-known boarding schools of the Ministry of Defense in Moscow and its branch in St. Petersburg).
All of them have uniform rules that are corrected only depending on the established holidays: someone managed to relax, someone is not, but now, one way or another, all students of these institutions cannot go out to their parents under any pretext.
As a source at the Regional Cadet School told Novaya Gazeta, from about 15, the entire building was transferred to the quarantine, that is, they limited the exit to all pupils. “At the same time, interestingly, there was no special order from the Ministry of Defense to them. There were just phone calls with recommendations to switch to this operating mode. No one, apparently, wanted to take responsibility, although they officially have such a training system as in any school, that is, they pass all the same subjects, pass the exam. Accordingly, all the teachers have stopped going there since mid-March, only resigned officers and those who are engaged in life support (cooks, disinfection, but this is almost all-external organizations). They go to work every day, and teachers give lessons on video communication and do not appear in the building. Meanwhile, the children are sitting in rooms in a full boarding house, ”he says.

According to the interlocutor of Novaya Gazeta, employees should be almost constantly with children: they need to control how children are preparing for exams, what they are asked remotely and how they do it. Since March 23, the pupils of the corps had to have a vacation, but they were canceled.
“And in this mode, the guys will be all April. There was the only case when the child was sent to the planned operation and left after that the house, explaining that he walked around the hospitals and could become infected there.
The specificity is that many parents send children there not from a good life, if you have two children and you send one of them to a half -naval institution, then you take off some, including financial obligations, ”he explains.
According to him, part of the parents of the pupils “bewildered from such measures”, but part, “especially those who now have problems with money, thinks that it may be good.”
They did not hear anything about the open letter of parents in the regions, but they are actively discussing the case in Perm. Personnel of closed educational institutions are afraid of the repetition of such a scenario in other regions. “Even the leadership does not know how it will answer in such a situation, because the majority have no papers confirming that this is an order from above,” the interlocutors of Novaya Gazeta explained. “Rospotrebnadzor came and was shock, they said:
“We even close spare parts stores, and you are hanging out with children here,” they retell in the corps.

However, the barracks regime is not the only possible scenario for semi -nuclear educational institutions. The department of the Moscow Education and Science Department is also in the Cadet boarding school No. 5 “Preobrazhensky Cadet Corps”, ”the press service said. In connection with the dysfunctional epidemiological situation in all educational organizations subordinate to the Department of Education and Science of Moscow, full -time classes have been canceled from March 21. Including lessons in full-time form are not held at the Cadet boarding school No. 1 “First Moscow Cadet Corps”.
“Until April 30, the educational organization will conduct students in remote mode,” they added there. Not all regions do the same, even if the founder of the Cadet Corps is not the Ministry of Defense of the Russian Federation. So, on March 23 it was reported that in the Rostov region Cossack educational institutions are switching to distance learning until April 12. “On Monday, March 23, the cadets of Cossack corps went on vacation, which will last until the 30th. Then they will study at home for two weeks. From March 24, four Cossack technical schools and one lyceum will be transferred to the “remote”, ”the local publication Rostov.ru reports. The message states that the entrance is closed to the educational institutions to parents, guests, representatives of local governments and executive authorities, as well as other persons. Meanwhile, according to Novaya Gazeta, such information is not true: for example, in the part of the cadet corps of the region, the children not only did not go on vacation, but also locked the quarantine since mid -March without the possibility of dismissal or go home.
"Sending is extremely unsafe"

As the interlocutor in the Ministry of Defense explained to the Novaya Gazeta, the main reason why children are not sent home is that most of them live in different regions, and their sending can be “extremely unsafe”. The situation arose precisely because of this duality, because they seem to be like children and students, on the other hand, they, not being military personnel, are forced to obey the same strict rules, ”Shcherbak explains.
According to him, historically, such schools were initially departmental, and now there are others - civilians, but assigned themselves a similar status of the cadet corps.
“As for the assessment of the regime, a small person is 24/7 in a closed room, as a military serviceman, or you can even compare with prison orders. This is definitely not entirely normal: to create such conditions for children. I understand that this is explained by good intentions, but still. For employees of our organization, this itself causes rejection, well, some excessive militarization too. In addition, to call a perfect system of isolation, in which officers-educators come to children and not only communicate with them tightly, but sometimes remain on daily duty, it is impossible. One way or another, these employees communicate with a huge number of people outside the educational institution, and this is a risk. Students from the point of view of the law are just children, why can not be planted at home? " - says the human rights activist.
Anton Shcherbak notes that based on his own experience in communicating with parents of children from different schools, you can easily answer the question of who gives his children to these institutions? “These are either incomplete families, where one mother, and she wants to make up for male education, or those who want to free themselves in personal space, or children of the military-miners. And the last, probably, the majority. You can’t talk about everyone, but the share of those who believe that the state will take care of them better. Which is also a big question in the end, ”he summarizes.
