“Russia will cope with everything”: Putin decided to add money to children, doctors and unemployed

The third “coronavirus” appeal of Putin on April 8 was framed as a prelude to a meeting with the governors, but he addressed all the Russians. The main conclusion that can be made of it is the authorities plan anti -crisis measures on the horizon of three months, are afraid of a complete stop of small and medium -sized businesses, but will increase support for both business and Russians more than moderately.

Support for business

Putin determined the main criterion for assistance to enterprises: "I consider the following formula fair: to help first of all, first of all, to those companies that maintain employment." If the company dismisses employees, it will be for them to help.

The postponement of social contributions for six months, acting for micro -enterprises, applies to small and medium -sized enterprises (SMEs).
Installment of tax payment for SMEs for a year after a delay for six months. They can be paid equal to monthly payments.
The Government and the Central Bank are required to prepare an additional business support program within 5 days.
Regions should approve a “clear, understandable” list of organizations whose work is limited due to increased risks. The rest can "continue to work, naturally, observing all the necessary sanitary requirements and safety standards."

Support to the population

All lost work after March 1 will be paid the maximum (in the amount of the minimum wage 12,130 rubles per month) unemployment benefits for three months. It will be possible to arrange it remotely.
Under social benefits for children, 3-7 years old, the criterion for need will not be taken into account (that is, the average per capita income of the family is no more than the subsistence minimum for the region in the calculation for the past year). Payments for children, an average of 5500 rubles, will begin in June, and not in July.
Families where parents lost their jobs are paid 3 thousand rubles per month for each minor child.
The government is instructed to increase the limits on loans to provide credit holidays.
During the self -isolation regime, the documents will be automatically and for at least three months, including passports and driver’s license.
10 billion rubles are allocated for surcharges to doctors working with coronavirus patients. The surcharges will be valid for three months and amount to 80 thousand rubles a month to doctors to 25 thousand rubles to medical assistants.
33 billion rubles from the reserve fund of the government are allocated for the deployment of specialized infectious beds, another 13 billion rubles - for the purchase of medical equipment, including IVL devices.

Moral support

Putin believes that for the development of the situation with coronavirus, the next two to three weeks will be determining. He urged Russians to follow the recommendations of doctors: “For the majority, to be constantly in four walls, as they say, dreary and sickening. But there is no choice now. ”
