Denisov and Avdzhyan were detained on April 2 for leaving the house without a pass. Three days later, the court fined them 15 thousand rubles, finding them guilty under Part 2 of Article 6.3 of the Administrative Code (violation of legislation in the field of sanitary and epidemiological welfare of the population).
The Tuapse prosecutor's office lodged a protest against this decision, noting that the rule of law, which the court indicated in the reasoning part of the decision on punishment, had not yet come into force at the time of drawing up the protocol. The document says that passes became mandatory at 00:00 on April 3.
