
The Russian government with a resolution of 13.04.2020 suspended its own decree No. 431 of 3.04.2020.
The 431st Resolution introduced the system of “federal” and “regional” operators, prohibiting all manufacturers of medical masks, gloves, protective costumes and respirators for the free sale of these products.
Everyone who produces these goods could supply them only to the “federal” (JSC “Roschimzamitat”) or “regional operators” (for example, in St. Petersburg it is a central pharmaceutical base).

Retail trade in these goods was allowed only to organizations that have a license to carry out pharmaceutical activities "in terms of retail trade in medications for medical use."
Those who trade had the right to purchase these goods wholesale only from “operators”. And they could not buy right from the manufacturer.
I still said that this is a mistake. That this is the establishment of an “unnatural monopoly”, in which all the means of personal protective equipment (extremely necessary, first of all, doctors, but also citizens, too) are passed through the consumer through a narrow “neck”. And what is it, like any monopoly, will lead to a shortage and the Black Market.
Now the error is fixed - which, of course, is good. But the publication of the 431st resolution was 10 days-the most important days!,-the process of supplying masks, gloves, respirators and costumes to hospitals is actually frozen . And, of course, the supply of them to pharmacies.
While in Moscow they determined the “regional operators”, while manufacturers tried to understand how to act now, while those who needed protection funds were trying to get licenses - time was leaving.
Now everything has come back, we all hope that entrepreneurs will quickly provide doctors and citizens with the necessary protection.
