The main requirements of the authorities are to keep a distance and not to gather in companies of more than two people (and families are allowed). At the same time, the police are not visible on the streets at all, no one checks the documents.
As it turned out, this policy works quite successfully. Recently, the number of infections and active cases of COVID-19 has been steadily declining in Germany; according to rumors, in May they are going to allow the work of schools, kindergartens, hairdressers, and most shops to one degree or another.
The Russian authorities are working in their usual bureaucratic, police logic - "keep and do not let go"; they are trying, under the guise of an epidemic, to set up a Chinese-style digital concentration camp in Moscow. But what works in China only leads to more chaos in Russia and helps spread the epidemic. The German experience has shown that it is not the police that is effective, but the policy that preserves the maximum freedom for the citizens in the conditions of the necessary reasonable and sufficient restrictions.
