The therapeutic department was closed to quarantine with 64 patients and employees. Officials tried to hide the information: following the message of the embassy on the hospital’s website, a “refutation” appeared.

He has been fighting with the regional Ministry of Health since 2017 - he demanded to pay the perinatal center, which he headed for seven years, laid out money from the MHI Foundation. They broke the contract with him, and later opened a criminal case. But in 2018, the Investigative Committee suddenly realized that the oxygen installation produces not only oxygen, but a “drug”, and Valeria Bashtyrev was accused of “forgery of drugs”. Oxygen did not require any licensing, because the center did not sell it to anyone.

For two years, investigators tried to prove the event and the composition of the crime and the malicious intent of the head physician. The other day the case was closed. Just when Prime Minister Mikhail Mishustin ordered the regions to additionally allocate 30 billion rubles to the regions-including the purchase of mobile stations for oxygen. It is the lack of oxygen and Ivl devices in peak moments of the fight against Covid-19 who are afraid of doctors and medical officials.

Valery Bushtyrev condemns the criminal prosecution of a colleague, head physician of the 6th hospital of Albert Pirumyan. He believes that doctors in the region have become hostages of the collapse of the entire medical care system.

“The sixth hospital was financed according to the residual principle, like all municipal institutions,” he says. “A similar story, as far as I know, happened in the fourth hospital - quarantine was also announced there ( the information was confirmed in the regional Ministry of Health . - E. R.)”.

That is, the problem is systemic, and not a failure in the work of an individual doctor.

Hospital does not have money to independently organize the isolation of incoming patients, dilute the streams so that patients and doctors are not at risk of infection, and redo ventilation systems. But now doctors are extremely.

Resuscitation is such a thing: you can teach you first aid on the street. But such a procedure as intubation and artificial ventilation of the lungs cannot be taught in a month.

According to the health department of Rostov-on-Don, the staffing of city medical facilities by doctors in 2019 was 67.2%, and average health workers-63.1%. In the report of the Ministry of Health on the implementation of the federal target program in 2019, other indicators are included - 90.5% “staffing of regular positions by individuals of doctors and specialists with higher non -medical education”.

According to the doctors, there really is no deficit of specialists “with a higher non -medical education” in hospitals: the chief doctors are overgrown with whole armies of deputies with solid salaries. By this, doctors explain data on the average salary of doctors in the region - 58 508 rubles.

“Over the years, they talked about the problem of personnel deficit in the region, but did nothing in fact,” says Valery Bushtyrev. -That is why doctors look at Kovid-19 incidence with horror. Everyone has great doubts that the system will cope with this challenge. And the only thing that the authorities can offer us in this situation is new criminal cases.
