"Vedernikov’s desire to introduce himself to the emperor of the Pskov region." Schlosberg criticized the governor because of the ban on officials to leave the region

The Governor of the Pskov Region Mikhail Vedernikov forbade deputies and officials to travel outside the region from April 30 to May 15. He made appropriate changes to the decree on measures to combat coronavirus.

It is temporarily forbidden to leave the region to the deputies of the Pskov Regional Committee and municipal councils, employees of the regional administration, members of the Oblazbirircom and the Accounts Chamber. Employees of state institutions and state unitary enterprises were also in the list of “disadvantages”. The exception was made for business trips and urgent trips agreed with the head of the apparatus of the regional administration. In addition, until May 11, the heads of districts were instructed to be in their municipalities.

The head of the Yabloko faction in the Pskov Regional Secretary Lev Schlosberg in an interview with 7x7 doubted the legality of the measures introduced by Vedernikov. According to the deputy, the decrees of the president and the governor can only regulate the execution of rights and freedoms, but do not form and cannot limit the rights and freedoms of any citizens:

- Vedernikov was supposed to justify than the departure of a representative of a certain category of persons - even one of the 44 deputies of the meeting - could affect the in force in the field of increased readiness. I admit that on weekends many ordinary people will leave the region, while the governor does not limit their right to move, but limits state and municipal employees and deputies, thus interfering in the constitutional powers of the federal parliament. The governor’s decree is stupidity, he looks like the desire of Vedernikov to imagine himself the emperor of the Pskov region. The head of the region expandfully interprets his powers. The deputy in terms of rights and freedoms does not differ from an ordinary citizen. Let the governor try to ban all residents of the Pskov region to travel outside the region - and thousands and thousands of people ignore his decision.

The deputy appealed the Vedernikov decree in the prosecutor's office. Schlosberg believes that the supervisory authority will not have time to consider its request until the expiration of anticoneavirus restrictions. According to the law, the deadline for response to a request of the deputy is up to 30 days. The Yablochik added that the appeal of the decree is possible in court-if one of the parliamentarians decides to go beyond the region and then an administrative sanction will be applied to it for the failure to comply with the governor’s decree.

Restrictive measures due to pandemia of coronavirus in the Pskov region have been operating since March 15, 2020. In particular, people over 65 are allowed to leave the house only to visit the pharmacy and store (from 9:00 to 11:00), all mass events have been canceled. In public places, it is necessary to observe a social distance of 1.5 m and wear protective masks.

According to the latest data, 153 coronavirus were revealed in the region, 17 people recovered, 11 died.
