The industrial city in the Southern Urals is rebelled against its owners

In Miass, a 150,000th city 106 kilometers from Chelyabinsk, it is difficult to find a family that would not be associated with the Ural Automobile Plant. Once it was a city-forming enterprise where more than 30 thousand people worked. Production in the city was launched during the Great Patriotic War: in 1941, the Moscow Plant named after Stalin was evacuated here. It was here that the famous Katyusha gathered-ZIS-5V. Today the company produces trucks.

However, in 2020, the plant thundered throughout the Urals not its products, but the protests of the workers.

On February 28, several dozen residents of Miass went to the picket in defense of the rights of Uralaz workers. Participants in the action launched posters with inscriptions: “Workers against a reduction in salaries”, “impoverishing the working people of the authorities”, “workers against a sliding schedule at the factory”.

The factory worker Anatoly Banny turned to the picket to the governor of the Chelyabinsk region:

- Alexey Leonidovich, protect our labor rights! The administration wants to dismiss us. We have worked at the factory for many years, but no one wants to reckon with this. Help, please, we need to feed families and raise children.

“The leadership of Uralaz is a member of the so -called“ Union of Industrialists and Entrepreneurs, ”the activist Mikhail Kumin said at the rally.

- These are those people who captured Soviet enterprises. They squeeze all the juices out of them, squeeze all the juices from people.

A significant part of the factory workers showed solidarity with the picket participants.

“I could not get to the picket because the conveyor worked on the second shift,” says Eduard Adaksin, the factory’s worker says. - If the conveyor worked on the first shift, I would bring the whole family to the picket.

- After the picket, many came up to my factory. They support me, add to friends in VKontakte, they say, they say if you need help - turn around, ”says Bannaya.

The organization of the protest campaign did not get away with the workers.

- On our foreman Andrei Vasnetsky the next day after the picket, the head of the workshop, who “would transfer it to the hard workers” and dismiss. A local correspondent called me, I told him about this, and he published this story. It worked, the foreman was left, but transferred to another brigade to the tape. He worked outside the tape for us. That is, they create pressure on a person, worsening working conditions for him, says Anatoly Bannia.

“Our boss said:“ Who was on the picket, you can forget about overtime, ”says Eduard Adaksin. - We also have children, we also want to harden, why can one be, but others not?

According to the workers, the protest in the workshop ripened for years.

“When I came to the plant in 2007, the workers annually issued the 13th salary,” says Banny. -Due to the 2008 crisis, she was not paid for several years. In 2010, I learned that the factory’s leadership receives the 13th salary, and the workers did not. He wrote a complaint to the prosecutor's office and the labor inspectorate. He turned to independent lawyers. We wrote a complaint on the 13th salary and overson. All my complaints were anonymous. A month later, the salary was paid to all the hard workers, and the police began to look for me. Apparently, the former director of the plant hired police officers to put pressure on lawyers.

- As a result, they managed to put pressure on independent lawyers and handed me away. Moreover, not the girls-legalists, but their boss. After that, at work, reports and complaints about violation of the operating mode began to write at me, nit -picking began. Five orders for a month were released for me. For violation of the "Gas Ethics Code" for a conversation on a mobile phone during work, for giving up from his workplace to another and so on. Then there was a court. The judge canceled all these orders of the authorities, recognizing them illegal.

In 2018, a labor conflict reappeared at the plant. The double payment was canceled for the oversus. Anatoly began to write complaints again.

- People began to gather around me again. Following this, the leadership punished me. Transferred to two -thirds of the bets. This is the same salary, only every month it becomes less and less, because there is no bonus for it. They did not give the amount of work. I just sat at the table for 4 months. But then the leadership of the plant made concessions and again began to pay the overall in a double size normally.

At the beginning of 2020, a new work schedule was introduced at the plant, according to which each worker from the brigade will rest in the midst of a week, and Saturday will be a working day. The innovation, according to the workers, allows the employer to get away from the supervisor and the need to pay for work on Saturday in double size.

“Two brigades abandoned this schedule,” says Anatoly Banny. - We wrote to the management that we do not agree. In response, we were given a notification of dismissal. They still cannot fire. But we can’t fight alone either.

On March 1, the workers decided to join the Union of Trade Unions of Russia. Created a cell on Uralaz.

- For the authorities, the emergence of this trade union is a great hemorrhoids, because it is all -Russian and not toy,

- says Nikolai Matveev. - The leaders of the factory cell will not be able to dismiss the union without the consent of the trade union. And if they try to do something with them, they will be seriously punished by the trade union. It’s not about any campaign that sat, scolded the leadership near the “ruble” (Pivnushka near Uralaz), these are already serious things.

How exactly the trade union can “punish the plant,” says Valentina Komkov, chairman of the Miass branch of the Yabloko party.

- The trade union has a whole staff of lawyers in Moscow. They can directly defend the rights of the Miass workers directly through the Ministry of Labor. The agenda of the labor conflict at the Ural plant is transferred from Miass and the Chelyabinsk region to the Moscow, general Federal level. And this is understood by both workers and the superiors of the plant.

"Union of feudal entrepreneurs"

A year ago, on April 19, 2019, a public association “Union of Industrialists for the Development of Miass” appeared in Miass. The informal leader of this structure is the director of Uralaza Pavel Yakovlev.

In addition to the car factory, the public association includes the Makeev State missile center, laminar systems, Iveko-amt, Papilon and others.

Miass political scientist Konstantin Nedopepekin notes that the union includes local “sharks”.

- In addition to the state missile center and Uralaza, these are medium -sized enterprises: 200, 300, 400 employees in the state. They are all quite successful, with a good tax base. And many of them began to appear their interests in the city, ”he says.

According to Nedopepekin, industrialists organized to accumulate in their hands the electoral budget for the electoral company of 2020: the Miassians will elect deputies to the city council and legislative assembly of the region.

“They position themselves as the“ healthy ”forces of the city that pay taxes, contain jobs, create the basis of the Miass economy, and therefore have the right to make fateful decisions,” says Nedopecin. - Before the beginning of the "zero", representatives from city -forming enterprises played the first violin in Miasian politics.

According to Nedopepekin, the rule of industrialists was associated with the growth of housing and communal services, underfunding the nutrition of children in kindergartens and schools, the sale of social facilities, the disappearance of "green zones" for the sake of multi -storey buildings.

- The car factory laid the tradition of pushing such personnel to the post of head of the city, which were then planted.

In 2004, the mayor of Miass Vladimir Grigoriadi, the “man of the car factory” was imprisoned. They put him as a banal one: he extorted a bribe from the entrepreneur for providing land for the construction of stores. His successor Viktor Ardabievsky came to the election with the agenda: "We are new people and will not repeat those mistakes." With his arrival of Avtozavodsk deputies, he was cleaned from a collection of deputies of the Miass city district. Since this time, the leadership of the car factory has somehow lost interest in city elections. Yes, and at the factory itself, things were not going very well. In the city about the "city -forming deputies" they began to forget.

Now, according to the interlocutors of the "new", the car factory wants to take revenge.

- Revenge will take place in a fight for the right to go to the elections under the brand of United Russia. The Automobile Plant will be opposed by the administration of the city district and the current deputies of United Russia. The interests of the car factory will encounter the interests of the city administration (now forming their team from the heads of municipal enterprises and social institutions) and with the interests of the currently unnecessary deputies, who were almost completely discouraged in United Russia.

- It turns out a curious clinch: on the one hand, the “Union of Industrialists”, on the other, the current deputies who want to re -elect, and from the third - the administration of the urban district in the person of the mayor of the Thin. And all three sides are United Russia.

“I am afraid that the“ Union of Industrialists ”, having come to power, will become the“ Union of Corruptionaries, ”says Tatyana Yakimova, Miass social activist. - In my opinion, these are businessmen who want to develop business with non -market methods. For example, Pavel Yakovlev decided to engage in parks in Miass. Is he an architect, a improvement expert? No. Yuri Efimenko, director of the Social Complex LLC, at whose disposal of the recreation center of the automotive traders and the Fedi Gorely camp - he sits on the budget and does not earn anything, he is not even in a strict sense. Evgeny Subachev, director of the Spetsgoggat plant, says that he searched for 15 million rubles at his enterprise for the overhaul of Dynamo recreation and center for the construction of Stroitel. But it turns out that according to the law, the state will return this money to him. And he paints it, as if from his pocket. It is difficult to believe these people.

Parallel to reality

Miass "sharks", however, have their own eyes. The press service of the Ural Automobile Plant, having heard that the correspondent of Novaya wants to talk about the rights of workers and political ambitions of industrialists, asked to send a request.

Here's what the answer we got:

- How do you evaluate the mass picket in the city on February 28?

- It would be a great exaggeration to name this picket mass. People are entitled to expression on their own point of view, especially within the framework of the election campaign of this year. To date, over 5 thousand people are working at the Ural Automobile Plant. Of these, units took part in this picket.

-Were there any sanctions against workers participating in the picket?

- The only sanctions that we apply are sanctions for violation of labor discipline within the framework of the current labor legislation. The life of our factory involves holding meetings in production teams, where cascading goals, objectives from managing industries, heads of workshops, foremen and masters to workers are solved, problems that arise are solved at daily morning meetings. The staff of the personnel was met with the workers of this brigade and answered all the questions of the brigade members.

- How do you assess the relationship of the factory management with unions operating at the enterprise?

- A collective agreement is concluded with the union operating at the enterprise. Relations between the leadership of the plant with the trade union are normal, workers, with a high level of social partnership. The plant has more than 20 different social programs.

-Does the union of industrialists have any political goals? If so, what? Do members of the Union plan to put up candidates for elections to the Miass City Council and the Zelyabinsk Region Object.

- The mission of the Ural Automobile Plant is to build a clear long -term development perspective. This is a worthy life of the city and its inhabitants, a reliable base for the well -being of the car factory themselves. The Union of Industrial Enterprises of the MGO “For the Renaissance of Miass”, which includes large industrial enterprises of the city, supports such a position and practical benefits, and specific affairs for the city shows the usefulness of its activities. The Union does not exclude the opportunity to put its candidates in the upcoming elections, taking into account the development of the political situation. The unconditional priority for us is the people with whom and for whom we achieve their goals, as well as the creation of an environment where our car factories, all the inhabitants of Miass are good and comfortable to live.

According to the leadership of the plant, Anatoly Bath and the people supporting it are a group of rebels who are “incomprehensible against what”.

And the independent trade union, judging by the answer, the Ural plant does not notice at all. As if workers and leadership exist in parallel realities that cross on elections day.

Miass deputy Valery Frolov sent a request addressed to the governor of the Chelyabinsk region with a request to conduct an unscheduled visiting check of working conditions at Uralaz. The answer came on April 4.

“In the course of the audit, it was found that changes in the terms of the employment contract determined by the parties, namely, the work schedule of AZ“ Ural ”according to the internal labor regulations with 2 weekends (Saturday-Sunday), to work on a sliding schedule with a general day off on Sunday and one weekend among the week, worsen the situation of employees compared to the established collective agreement and introduced in violation of labor legislation of the Russian Federation.

The State Labor Inspectorate in the Chelyabinsk Region has taken inspection measures, the employer issued an order to cancel the order on changing the schedule of work in the workshop, the main conveyor of the assembly production production, as worsening the position of employees of AZ Ural.
