The telegram channel based on the data on public procurement suggested that the supplier is the company "Schoolboy-SUZ", closely related to the company "Concord", controlled by the Kremlin Restaurant Evgeny Prigozhin.

It soon became clear that families that received sets and in other schools not provided for by the recipe were discovered for mackerels. Parents complained from the 626th, 1161st schools. It so coincided that their children, too, before the start of quarantine, fed the dinners of the Schoolboy-Yuz.

Then other schools began to connect. Moms from the 904th, 2025th, from the college of the service and hospitality industry, spoke with the "New". Someone posted picturesque photographs in social networks, circling slices of parasites on a plate, someone went to change the jars, without risking them to open. The newspaper "New Izvestia" wrote about the exactly the same tin banks with the same filling received in schools No. 113, 1354, 2109 and 1368.

At first, the tongue did not turn to blame for low quality canned suppliers. Well, they can’t look into the bank. The cones were sprinkled on the manufacturer of the "mackerel of the Far Eastern" - fish -conserving plant No. 7 in the city of Serpukhov (Moscow Region). Its director Oleg Porozov identified a golden-christy fish sticker.

“Yes, this is our bank,” he admitted with a sigh in a conversation with the “new”. - We supplied this mackerel for a lot - there were no complaints. Apparently, some kind of batch of fish came infected. This is how it happens, unfortunately, in the oceans. In some areas of fishing. How do we control this? The fish comes to us after the veterinary inspection, it is controlled in the areas of fishing. And we get it already with the documents that it is safe. And it is really safe. This, let's say ... It looks unaesthetic. But there is no harm.

And then we learned that it really does not carry harm. And the truth is that it happens. For “fishing fish, frozen fish, which enters the canning plants, is valid by GOST 20057–96. It prohibits the presence of "living helminths and their larvae that are dangerous to human health",

But a certain number of parasites “non -hazardous to human health” is, according to GOST, it is permissible and not welcome.

In this regard, there is a “instructions for the sanitary-parasitological assessment of the sea fish”, approved by the Ministry of Fisheries of the USSR in 1988. It still acts. The document was written surprisingly in an intelligible literary language.

“It must be remembered that there are no fish that do not contain parasites and cannot be,” the instructions said. - Therefore, the fact of the detection of parasites cannot be the basis for marriage of fish or reducing its grade; It is necessary to consider which parasites are met, in what condition and in what quantity. It should also be known that among the parasites of marine fish there are no poisonous species or those that could determine the toxicity of the fish that they affected ... Parasites of the gills, other organs, especially the digestive tract and the body itself, cannot cause fish marriage or lowering its variety. ”

On this, in fact, one could end the unhappy story about how children were scared by mackerel. Nobody was poisoned, did not get sick. Well, perhaps someone has long hated a useful product for the active growth of muscles and bones. But then the supplier of dinners in the mentioned schools, the founder of the School-Yuz company Pavel Panfilov, publicly performed. With the same passion, he denied the connection with both mackerels in banks and with the “Concord” Prigozhin.

““ Schoolboy-Yuz ”did not deliver any grocery sets to anyone,” Panfilov said in a conversation with the “New”. -The first: “Schoolboy-South” did not deal with grocery sets and does not. We are operators of hot food. That's when schools open, then we will begin to work. Second: neither I nor my companies have anything to do with Mr. Prigozhin and Concord. Moreover: he was always my competitor, we always fought with him and had a very tense relationship. ”

The very first attempts to verify the sincerity of the “competitor of Prigozhin” found: about “not engaged and does not engage in” grocery sets, he, to put it mildly, was bent. In late March-early April, that is, already during the validity of a “high readiness regime”, the company “Schoolboy-Yuz” concluded state contracts for “Services for providing grocery sets” and simply “grocery sets” with six schools in the Moscow region. Five of them are terminated, but the sixth, according to data in the public procurement system, continues to be executed. Judging by the terms of reference, they are provided for. We will try to show to what extent the banks with the worms “have nothing to do” with the “Kremlin restaurant” Evgeny Prigozhin.

The set includes 17 names of products: fish canned fish (4 banks), 1st variety rice (2 packages), buckwheat 1st grade (1 package), pasta (900 grams), flour (2 kg), sugar (900 grams), corn flakes (450 grams), liter of sunflower oil, corn in banks (245 grams), 2 liters of fruit juices, 4 packages of milk 3.2% fat, tea in bags (2 packs of 25 pieces), a condensed milk jar, a cocoa powder (250 grams), cookies (2 packs of 61 grams, this is about 10 pieces) and two tiles with a chocolate content of 25%. For some reason, a salty straw called “Nasten Slavsten” was recommended for children for some reason.

Tables with listing products in contracts of different companies coincide not just in the text, but even in design. So, the same “whole milk milk” is inscribed in a different font - everyone is the same. Even the stripes left when printing the printer coincide. Even the angle of inclination of the text when printing. As if different companies used the same computer periphery or they have one photocorox for all.

In different schools, parents posted photos in social networks - and it turned out that suppliers, apparently, took food in only centralized warehouses.

The prices of suppliers who have concluded contracts with different schools differ in a ruble-half: 2178 rubles, 2179 rubles 50 kopecks. I was not too lazy and arrived with the list to the nearest, for example, Pyaterochka.

If the school principals, before concluding contracts with mysterious firms, did the same, they would see: the same set of products can be bought for 1600 rubles.

And this, notice, the price without wholesale discounts. And if low -income families were simply given 2179 rubles in their hands, they would have ordered money better than suppliers of mackerel.

On feeding

According to the public procurement system, during the year all educational institutions mentioned in connection with parasites received food from suppliers chosen a year ago. The self -isolation regime in Moscow began in mid -March, the obligations of the companies should have been valid for another three and a half months (until June 30). But schools closed in quarantine. And there was no one to feed in the dining rooms. Now someone had to provide children with food according to another scheme-sets.

“Schools independently conclude contracts for the provision of catering services and ensuring the drinking regime,” they answered the request of the “New” in the Moscow Department of Education. - current agreements do not provide for the supply of grocery sets instead of hot food. Product sets are supplied in the framework of contracts, which is concluded by the school with the supplier in accordance with the requirements of the Federal Law dated 05.04.2013 No. 44-ФЗ “On the contract system in the field of procurement of goods, works, services to provide state and municipal needs”.

But none of the listed schools, according to the information in the state order system, have certain contracts for the purchase of grocery sets in March-April. Who then supplied them with dry rations?

“The supplier of food sets in schools No. 1206, 1161 and 626 acts as Escred LLC,” new education was told in the Department of Education (at the time of the request for information about the rest of the mackerel, we still had).

According to the public procurement system, Escred has no contracts for the supply of sets and to these three schools, and the rest named after mackerel. The mother of the student of the 904th school turned to the editorial office of the Novaya and sent expressive pictures with worms. And with them - and a photo of the box in which they brought a set. The sticker as a supplier indicates the same Ecredred LLC. Children received sets for May Day, but, according to information for the 8th, with the 904th school this company did not have a contract.

According to the SPARK, the company "Escred" has existed in the market since December 2015. She never participated in school food tenders until the last days of March 2020. Purchases were made by her school No. 281, the Moscow College of Architecture and Urban Planning (MKAG) and the Russian State Humanitarian University (RSUSU). They bought on the principle of “from a single source”, that is, without a competition. The justifications drawn up by the heads of these institutions repeat each other with accuracy to the size of the gaps, only the data of the customer and the amount differ in them. It looks as if someone alone chose for the three educational institutions of the supplier. On what basis is the “ethnic” she carried boxes with food to the rest is unknown.

On other boxes, the photos of which were sent by the “new” parents, other suppliers were listed: “Ariadne”, “Agricultural resources”, “Newtechnology” ... For all, these were, judging by the data of the SPARK, the first contracts for the supply of food to children's institutions. In the text, according to the design, in the wake of the printer and in the composition of the sets, their documents are amazing for them. Prices differ in a penny. All school contracts were concluded without contests, on the principle of “a single source”, and the justifications compiled by different directors also seemed to be printed on the same printer.

In total, six firms with the name Ecredred, seven Newtechnology, 156 agricultural resources and 603 Ariadne were registered in Moscow. How, interestingly, school principals learned that it is precisely these “only sources” to purchase sets?

Three companies of the four since August 2019 are included in the above -mentioned Association of Social Power enterprises. The one that carefully recommends children to eat fish and gives other tips about delicious and healthy foods. Probably, “Ecredred” is also included, just a list of partnership members at the disposal of “New” is only for October 2019.

The Association was created in 2013, and then the general director of the SP Concord LLC, which belonged to Evgeny Prigozhin, was then headed. The founders were two companies - LLC Prodfutservice and LLC AVK. The former general director and co -owner of the first Elena Lyashun led the Concord Plus Prigozhin. Another company where Lyashun was listed as a director is registered at the same address that Lakhta Park Parku Park Lyubov Prigozhina. This woman worked with the second founder of the association clearly indispensable for Concord. Thus, the connection between mackerel with worms and the “Kremlin restaurant” is quite obvious.

Not all. Of the 40 enterprises that were part of the partnership until 2015, 25 came out of it. Someone stopped winning state contracts, and someone has stopped and exist. In 2019, new members began to join there. It was they who won tenders to organize food in Moscow schools and colleges in the 2019–2020 academic year.

Save "Concord"

In 2018, in several kindergartens, children and employees fell ill with dysentery. The guilty in the scandal was called the "Concord" power plant Evgeny Prigozhin. And since 2019, the plant has gone in this market. More precisely, according to SPARK, Evgeny Prigozhin left the owners, the word “Concord” fell from the name of the company, and it herself “fell” from the contracts for baby food. Does this mean that Evgeny Prigozhin moved away from the supply of Moscow children from food?

As already said, “New”, “Kremlin restaurateur” began to feed Moscow children in 2011. Before that, he failed in St. Petersburg and the Leningrad region: he launched a large plant for the production of “on -board power” (as in airplanes) for schools, began to win tenders, but then his parents were asked to leave, who were not the same as their children eat.

In the capital, Concord immediately won 17 contracts totaling 1.65 billion rubles. At first, the case did not go with the implementation at first: in the very first days of September 2011, students of three hundred schools in the southeastern and northern districts of the capital remained hungry, because Concord did not manage to bring their “on-board” lunch boxes to them.

At the S- Cool.ru forum, immediately, right on September 3, enthusiastic reviews of parents appeared: their children had previously fanned, and now they are delighted with school dinners, thanks to the new supply supplier-Concord. Under the reviews are the marks of the site administrator: "The message was created with the aim of manipulating public opinion." And link: how many more such reviews are left from one computer under different names. Do you recognize the master's hand?

In the competitive (at that time) Moscow market, Concord has firmly depressed. A year later, in 2012, out of 49 tenders in which he participated, he won 49. And he already concluded contracts for 17 billion rubles. Five years later, in 2016, Yabloko conducted a study and issued a report in which it calculated: formally, Concord took a quarter of the food market in kindergartens and schools in Moscow. In addition to him, the share went to the “schoolchild-yuz”, a preschool power plant (KDP) and “Moscow Schoolchman”. These three firms had one address, Pavel Panfilov controlled them, which he himself now does not deny. The last place was taken by Vito-1 LLC.

All these enterprises were included in the association formed by the “Concord” from its very foundation.

В 2019 году, когда «Конкорд» вроде бы отошел от школьных дел, на рынке появились новые игроки: компании «Продсоюз», «Руссоцкапитал», «Верона». Они не просто вступили в Ассоциацию с «Конкордом», а сделали это в один день. И — о чудо: никогда прежде не занимаясь детским питанием (они специализировались на поставках еды в медучреждения), вдруг начали получать миллиардные контракты. Больше всего повезло «Вероне»: она получила бывших клиентов «Комбината питания «Конкорд» со 130-ю контрактами на 8 миллиардов рублей. Журналист Дарья Бурлакова, писавшая в «Новой» о методах работы ресторатора Пригожина в детских учреждениях, рассказала в своем телеграм-канале «Факты без цензуры»: страница на сайте hh.ru, которую раньше использовал для набора персонала «Конкорд», теперь перерегистрирована на «Верону».

«Школьник-ЮЗ» остался на рынке и продолжает поставлять продукты в школы. А его владелец почему-то продолжает говорить о Пригожине, вроде бы по формальным признакам потерявшем рынок, как о конкуренте.

Департамент образования Москвы заверил «Новую», что паразиты у него на карандаше: «На особом контроле вопросы своевременного устранения выявленных недостатков».
