The decision signed by the Governor of St. Petersburg Alexander Beglov obliges the townspeople from May 12 to visit public places only in protective masks and gloves. Violators of this requirement face a fine of 4 thousand rubles under Article 8.6.1 of the Code of Administrative Offenses of St. Petersburg on non -fulfillment of the government’s requirements in connection with the regime of increased readiness. At the same time, in the official press release, the city administration reported that the street is also meant a street.

The Committee on Legality and Law and Order “Paper” said that the legislation does not have a single definition of the term “public place”, although it is widely used in the legislation. Nevertheless, in some laws, a public place is given an interpretation - for example, in federal laws on martial law, on an emergency, on the basic guarantees of the rights of the child and in an administrative article on the appearance in a public place in a state of intoxication. There, public places mean streets, stadiums, parks and squares in particular.

The committee believes that on the basis of this, under the "public place" we can mean " all places in which it is possible to find an unlimited circle of persons." “ Open spaces of streets, embankments and squares” should also include them, the committee said. The committee confirmed that the townspeople who are on the street without a mask can be fined.

Earlier, the lawyer of Agora Alexey Glukhov set out in a conversation with the “paper” another interpretation of the decision. In his opinion, parks and stops of transport may be meant by public places, but not any open air space.
