Local media wrote that the administration of Blagoveshchensk agreed on the motor rally, but later the mayor of the city, Valentina Kalita, published on Instagram that “any initiatives related to the mass participation of citizens, including motor rallies, processions, are a violation of this order [of the Governor of the Amur Region on the suspension of region of mass events].”
