Handing out an interview against the background of a bust of Stalin about the charms of the "people's power", he himself formulated a scale on which he, a former lawyer under the Communist Party of the Communist Party, should be judged. And it is not surprising that in conversations about today's Khakassia, federal high-ranking federal ranks suddenly go astray on the enemies of the people, the wall and executions, however, recalling not the Stalinist years, but the 1917th: perhaps, according to the moment (albeit anything similar), it seems closer. Time is nervous.

So, about some fruits of one and a half -year governorship of Krasnoye Konovalov.

Doctors and gold

In Khakassia, an indicator of the incidence of a new coronavirus infection per 100 thousand people is the highest in Siberia and from the highest in Russia. Many infected children.

In the last decade of April and in early May, about half of all cases gave large nosocomial foci: the Abakan and Beloyarskaya hospitals, the Republican Clinical Hospital named after Remyshevskaya. They were partially or completely transferred to the modes of observators.

The other day, a 26-year-old doctor Evgeny Kontseva, who worked in the traumatology of the Abakan inter-district clinical, died, which was a new infection, which had recently flew from Moscow, having infected 34 people, including Eight health workers.

Meanwhile, the prosecutor’s office of the republic made an idea to Konovalov in connection with the failure to accept timely measures to transfer stimulating payments to medical workers working with coronavirus patients for March and April. It looks great against the backdrop of Konovalov’s concerns about the cash content of bureaucracy. With this, in fact, his governorship began.

And earlier, the Ministry of Health of Khakassia published an appeal to entrepreneurs, philanthropists, residents of the region with a request to provide food for employees of the republican infectious diseases hospital fighting in full insulation with coronavirus. Doctors now live in a hospital - the leadership should provide them with three meals a day and disposable dishes; The medical institution does not have such opportunities.

Soon, the appeal from the website of the department was deleted, the Khakass government of TASS explained that "this issue will be resolved at the level of the republic, and the appeal is an independent initiative of doctors."

It’s really not to say that the Khakassia government is completely indifferent to the needs of doctors. Having reported their decision to translate doctors working with coronavirus patients into the mode of complete isolation in the walls of hospitals, the government soon informed the state authorities on the official portal of the executive bodies and the measures “to create safe household conditions of the medical staff, in order to prevent the coronaviral infection”: the Khakassia Public Clinical Infectious Hospital 2000 2000 sets of disposable dishes and more than 100 St. George ribbons.

This, presumably, instead of the promised payments.

And this is just a stroke. Here is another: on the day when the doctors asked for food, the governor outlined priorities, announcing the expansion of the list of permitted businesses, and the next day he specified, adding three types to work to the objects of retail: cosmetic and clerical goods, as well as jewelry.

Few patients? Why are corpses of gold earrings, you ask? And where and, excuse me, why should the dairy tapes cling to doctors?

However, nonresident may not understand the Khakass specificity. In the center of Abakan, a breathtaking number of microfinance offices, pawnshops, “cheap pharmacies” (they did not interrupt work) and offices where they buy gold. They, apparently, moved here from all over Russia.

So the care of the governor could be explained, but the prosecutor’s office on April 30, in the submission of the governor (a copy of the editorial office), wrote: such an expansion of a list of working organizations - “based on relevant data on the epidemiological situation in the region” is unacceptable.

But back to the most relevant, to medicine, to the implementation of the national project "Healthcare".

Village and rent

The FAS opened a case of conspiracy to maintain prices on bidding and restricting competition: “maintaining” is charged with, in addition to two private companies to vinegar (capital construction management) of the Ministry of Construction of Khakassia.

EIS is an open system, you can compare the results of four trades for the construction of FAP (feldsher-obstetric centers) in the Krasnoyarsk Territory and so many in Khakassia. Moreover, in Khakassia, not faps were built, but their truncated option - three FP (paramedic points). And another modular medical outpatient clinic.

The price per square meter in two Krasnoyarsk Faps is 25 thousand rubles. In the other two - 28 and 31 thousand. In Khakassia - almost twice as high: from 40 thousand to 57 thousand rubles. In the Krasnoyarsk Territory, the price of FAPs: 1.7-1.9 million, in Khakassia from 4 to 12 million.

The question is, in fact, one: do Khakass officials do not crack from Khakass officials from such administrative rent?

Khakassia participates in 11 national projects. It is planned that in 2020–2022 the republic will master almost 15 billion under them.

The financing structure of these projects is simple: 99% gives the federal budget. This is the money sucked by Moscow from Siberia, from the richest and poor land.

Partially, this is how they return to her. They can already be laid out according to the right pockets.

And thanks to the national projects, the unremarkable Synodecor LLC with a staff of 8 people and the largest state contract of 7 million rubles suddenly rises, becoming one of the largest performers of these same national projects and gaining 1.3 billion rubles in a short time. How can this be?

Boarding school and minister

The Khakassian UKS, as part of the implementation of the National Project "Demography", concluded a state contract for 484 million rubles for the construction of the second stage of the residential building of the Tuimsky Psychoneurological boarding school with the contracting organization Sinodecor. In total, the state released almost 700 million (three tranches) to this object.

Minister of Construction and Housing and Public Utilities, acting According to the Vice Governor of Khakassia, according to the UK, he demanded a bribe (in the amount of at least 12 million) from the contractor for the conclusion of the contract, receiving work and timely transfer of money for the work performed. On April 17, the FSB took Novikov upon receipt of the first fee - two of the 12 million.

Novikov served as Minister of Construction under the former governor (Zimin) and then became a defendant in a loud business. Then he was charged with fraud on an especially large scale, then abuse of power, the case went to the court with the article “negligence”, where he was terminated on non -rehabilitating grounds (expiration of the statute of limitations). Under the new governor (Konovalov), Novikov returned to the usual chair.

However, the ascent of Sinodecor began before Novikov, with his predecessor I. Kononenko. In 2019 alone, for the construction of the Tuumsky boarding school, Sinodekor concluded two state contracts with the UKS for 635 million. Two electronic auctions passed respectively.

To participate in them, it was necessary to confirm the company's experience in the amount of at least 196 million, and Synodecor showed an agreement with Khakasil-Stroy LLC for 197 million, Khakasil-Stroy, by the way, is mentioned in other criminal cases relating to the construction of kindergartens: again, national projects.

The SK recently seized documents from the minobra of the republic in the case of official forgery - within the framework of the same national project "Demography": three districts of Khakassia received 95 million rubles and bought unfinished kindergartens - without windows, doors, roofs - as ready to receive children.

But you never know - it happens, here is the contract of two firms, and it suits officials.

The thing, however, is that in the current digital world, each of our movements, especially the money, leaves traces.

The Ministry of Health removed the requests of isolated doctors about food, but in the Google cache they were preserved, and Synodecor and Khakasil-Stroy, which were a bidding, left evidence of their undoubted proximity.

Interesting behavior of the government of Khakassia. Why was it to be crushed to pieces by auction in construction, why were three auctions declared for the construction of one building of the Tuim Dispensary? This is a national project, the Federal Ministry of Finance, as a rule, stably finances such construction sites. Maybe this is done to conceal the duplication of work and theft of money at a construction site? Where, if not from the money received according to the state contract, take 12 million per bribe? Or the Ministry of Finance of Khakassia due to the amounts allocated for the implementation of national projects closed the gaps in the republican budget?

When the schedule of the exhibition of the three -story building of the Tuimi boarding school expectedly began to break down, the government rushed to help merchants by placing an announcement of the vacancies fair on its official portal - in order to find workers for Sinodecor.

According to the Government of Khakassia after the arrest of Novikov, “the construction of a neuropsychiatric dispensary in Tuim continues: in 2020, the limit of budgetary obligations is more than 264 million rubles. At the moment, it has been mastered by almost 37 thousand rubles. ”

Communists and United Russia

“Now United Russia should go out for protests!”, - typical responses to the shameful drain of “EP” in the Khakass elections in the fall of 2018 and the election of communist Konovalov. "EP" here went to the opposition. And she did a lot of work on the mistakes.

To combat the red plague and future crushing victories, the secretary of the Khakass regional branch of EP, in February 2019, was elected Sergey Mozharov (in 2011–2014, the head of the regional executive committee "EP"). As the secretary of the party council of the party Andrei Turchak said, “I would like this result to be converted into the speedy reboot of our work, the work of the regional department. I think all together, a coordinated team, we can solve all the problems. ” A few months later, Mozharov also entered the EP General Council.

The struggle of the "EP" with the Reds is a wide front. On December 9, 2019 in Abakan, LLC “Specialized Developer MK-Group” is registered and immediately this microfitation with one employee receives a generous gift from the republican red government-a contract for the construction of high-rise buildings in Abakan for state money. Part of the apartments will then need to be given 22 to the equity holders, the rest can be sold.

According to extracts from the Unified State Register of Legal Entities, Sparks and other databases, a co-owner (the only individual) and the general director of the SZ MK-Group is Sergey Mozharov. Probably the same, secretary of the republican "EP".

“Vesti-Khakassia” (Goskanal “Russia-1”), demonstrating extracts from the databases, carefully bypass the one who stands behind the SZ “MK-groups”, “EP” is not mentioned, but they say that the tender conditions sharpened for this company were announced personally by Konovalov, having previously rewritten them several times. And that the winner (apparently predetermined) will not only rent a land plot without tenders, but even without rent (in reality the documents say that the amount of the fee will not exceed the land tax).

Why not do business? Money cancel all political views, equalizing the Communists with United Russia.

There is no doubt that Goskanal wet Konovalov, but this does not cancel the fact that he himself gives them reasons and reasons.

I know nothing about personal obligations to each other Mozharov and Konovalov, I'm only about facts. Based on them, most likely, the defendant of this case will be the already arrested minister Novikov.

OFAS believes that there was no competition for the construction of a house for deceived equity holders in reality: “The Khakassia government approved a regulatory act, according to which the developer was recognized as the winner, which will submit an application for the first, and not offer the most profitable option.” Indeed: the Decree of the Government of Khakassia dated 10.23.2019 No. 542 introduces the procedure for “protecting the rights of injured participants in shared construction in the form of a selection of a new developer”, and it records: “The contender who has submitted the application first is considered to be the past.”

And then-miracles: the Application of the SZ “MK-Group” received the organizer of the tender earlier than the order of the Ministry of Construction “On the selection of legal entities” was even published. And this application met all the established requirements. The application of the second applicant (LLC "Specialized Developer" Chernogorskpromstroy ") was sent to garbage, since it is the second. Its beneficial for the state was not interested in this state by definition.

Again, the question of the delights of the digital world: until the second is known the time of publication and editing of the order of Minister Novikov dated December 19, 2019 No. 090-620-P “On the selection of legal entities”. On the website of the Ministry of Construction, he appeared at noon on December 20, and the documents began to be accepted from 9 in the morning, but no one would have found it there in the depths of the site, the news about the competition on the same site that someone could see at least at 16 hours.

At the end of April, the OFAS issued a warning to Konovalov about the “termination of actions containing signs of violation of the law”, recommending to rewrite the legal act. In the case of performance until June 1, the case was promised not to initiate. However, a week later the case of an anti -competitive agreement was nevertheless opened.

The secretary of Mozharov, meanwhile, is filled with a nightingale, commenting on Putin's more frequent appeals: “Regarding the internal support of the Russian economy, and not the notorious“ offshore stories ”. I fully support and share. I think this should be fixed at the legislative level - the money received from the economy of the Russian Federation should remain in the country. ” Or: "... each ruble invested in the construction sphere today means the development of the country even in the most difficult period."

There is no money, but they are

This is a very bad symptom for Konovalov that the FAS was closely interested in the tireless work of his government. Let me remind you that last year’s resignation of the governors - the Chelyabinsk United Russia Dubrovsky and Irkutsk Communist Levchenko - occurred after the FAS accused them of anti -competitive conspiracies. “After that,” does not mean “as a result”, but it is obvious that planting by the power of competition in the regions (as FAS does) becomes a factor in domestic policy.

According to the FAS, last year 944 Cartelies were initiated in the country. A third of the cartels are associated with the authorities - officials and state customers.

This is corruption, the arrests of officials who were wandering at the public procurement took place in Astrakhan, Novosibirsk, Samara. Now - Khakassia.

The list of achievements of the Khakass authorities is as inexhaustible as the topic of theft on national projects, state contracts and public procurement. The FAS with a flight found a lot of interesting material in the activities of the Khakass ministries, in auctions held by the Khakassia Permanent Representative in Moscow.

And this happens, I remind you, against the backdrop of a chronic financial crisis in the republic and a lack of money for such things that should be enough even in the war: suppliers of food in kindergartens and schools refuse duties on state contracts, hospitals are issued by executive sheets, bailiffs impose the arrest of property of kindergartens and schools for debts of utility services, describing toys and furniture ...

Yes, not Konovalov so painted federal, tax and inter -budget relations that in the treasury of Khakassia with its powerful industry and energy - "from the dead donkey of the ears." But why does it turn out that there is no money, but they are? Millions, dozens and hundreds of millions for officials and business are located, and cents for doctors, sick, children - during the day with fire?

Yes, this was the case with the United Russia Zimine, so it’s always and everywhere. But the young communist was elected to make it somehow different.
Back in 2018, under Zimine, the FAS considered the results of 29 electronic auctions for deliveries in 2016 to the republic: a cartel of 13 companies that supported prices, and the income of participants were identified-almost 1 billion.

In addition, the CCA of Khakassia “Interdepartmental Center for the Organization of Procurement” (organizer of the auction) and four companies of these 13 concluded a separate agreement that limited competition at electronic auctions. And only recently, on March 2, 2020, the ninth Arbitration Court of Appeal confirmed the legality of the decision of the FAS Russia, and the perpetrators received fines of hundreds of millions of rubles.

The criminal case of the criminal community is still in court, and the former head of the Zimin administration Vladimir Byzov has been sentenced to 9 years - for the organization of a criminal group that extorted the rollings from medical equipment suppliers to the hospital (for victories at public procurement - 10% of the amount of state contract).

And what? All the same schemes continue to act. Non -stop. The same Novikov knew Byzov and his finale, and this did not change anything.
