Siberian governors introduced non -working days without "salary salaries"

Russian President Vladimir Putin canceled the “non -working days” regime, which the authorities used as quarantine, and transferred responsibility to the regions. Now the governors have introduced the same modes, but without “saving salaries” and retroactively.

Putin did not extend the regime of “non -working days” in Russia on May 12, despite the fact that the country, according to official figures, reached third place in terms of incidence of coronavirus in the world. The terms of his April Decree on "non -working days while preserving wages for workers" have expired. The governors were forced to change their own orders in order to retroactively supplement them with what was already contained in the presidential decree.

In the new Decree of Putin of May 11, the terms of measures that the governors should take are not indicated, but there are added: “If a decision on suspension (restriction) of the activities of individual organizations located in the relevant territory, regardless of the form of ownership, as well as individual entrepreneurs for such organizations and persons working for individual entrepreneurs, is maintained,” sales are maintained. ”

Taiga.info analyzed the documents of the authorities of some regions of Siberia and found that they have not a word about “saving salaries”, and some of the formulations are completely “advisory” in nature.

Novosibirsk region

Governor Andrei Travnikov extended the “General Self -Insulation” regime until May 31. Citizens were ordered to leave the house only to take out the garbage, go for food, walk animals, seek medical help and go to work. Later, the authorities allowed to play sports and walk subject to the social distance, excluding a visit to "places of mass stay of people, including playgrounds."

But at the same time, travecks significantly changed the formulation of the regional government on the introduction of an increased readiness regime. It was this document, signed on March 18, which became the first in the Novosibirsk region, regulating behavior in the context of the Pandemia of Coronavirus. A separate point was introduced into it, which actually duplicates Putin’s decree on “non -working days” of April 2.

Quote by the regulation of the regional government:

3.1. Suspend (limit) the activities of individual organizations located in the Novosibirsk Region, regardless of the organizational and legal form and form of ownership, as well as individual entrepreneurs, except:
1) continuously existing organizations;
2) medical and pharmacy organizations;
3) organizations providing the population with food products and essential goods;
4) organizations performing urgent work in an emergency and (or) in the event of a threat of the spread of the disease that pose a danger to others, in other cases, which jeopardize life, health or normal life conditions of the population;
5) organizations carrying out emergency repair and loading and unloading work;
6) organizations providing financial services in terms of urgent functions (primarily services for settlements and payments);
7) other organizations determined by decisions of the Government of the Novosibirsk Region.

The seventh point was actually operating for a long time - from April 6 the construction, the work of industrial enterprises was resumed in the region, then the list only expanded . The work of catering and hotel business is still not allowed.

In the new resolution of the regional government on the "suspension" already unemployed companies there is nothing about "saving wages for employees." Moreover, the second document (on the adoption of additional measures to protect the population and the territory of the Novosibirsk region from the emergency), according to which the work of specific areas of activity in the region was suspended, is completely advisory, and the formulation of the third (on the implementation of the Decree of the President of the Russian Federation of April 2) is such that it does not prohibit the work of some industries, but, on the contrary, allows.

Krasnoyarsk Territory

Governor Alexander the USS managed to lay all the changes in one document . He removed the restrictions on work in 37 types of activities, including hotel services and the training of residents in the “Voluntary Society for the Assistance of the Army, Aviation and the Navy of Russia” (DOSAAF).

But until May 31, catering establishments (except buffets at companies), night clubs, shopping and entertainment centers, beauty salons and fitness centers were closed. At the same time, in the Decree of the USS, there are no words about the recommendations or obligations to employers to “save wages”.

Kemerovo region

In the new documents signed by the head of the region, Sergei Tsivilev, the issue of salary is also not raised. There is only a reference to Putin’s decree, according to which the “non -working days” with the “saving wages” expired on May 12.

The governor streamlined the list of companies that resumed work. The list, for example, includes financial organizations and leasing companies, photosalons, trade unions and employment centers.

Omsk region

Governor Alexander Burkov also acted as his Novosibirsk colleague. He retroactively changed his own order on the introduction of an increased readiness regime signed on March 17, adding the provisions of Putin’s decree on “non -working days”.

Temporarily suspend on May 24, 2020 the activities of organizations <...> regardless of the organizational and legal form and form of ownership <...> except:
- continuously existing organizations;
- medical and pharmacy organizations;
- organizations providing the population with food products and essential goods, unless otherwise provided by this order;
- organizations performing urgent work in an emergency and (or) in the event of a threat of the spread of the disease that pose a danger to others, in other cases, which are at risk of life, health or normal life conditions of the population; -organizations carrying out emergency repair and loading and unloading work; - organizations providing financial services in terms of urgent functions (primarily services for calculations and payments); - organizations whose activities are not limited in accordance with the application.

There is also not a word about the “preservation of wages” in the actual citation of past decrees of the president.

“There was a proposal to extend the self -isolation regime until May 30, but taking into account the fact that the situation and the epidemiological situation are changing very quickly, and we do not look so bad compared to other regions, while the self -isolation mode is made to save until May 24. In the future, we will look at the need, according to the situation, ”said Burkov. - The Economic block of the Omsk Region Government considered the issue of introducing messages for certain industries to give them the opportunity to start work, but taking into account the epidemiological situation, it was made of a difficult decision to give the right to start working to car dealerships from May 12, as well as open shops for the sale of shoes and the sale of clothing, so that people have the opportunity to prepare for the summer for the season. But only separately standing or individual entrance stores with an area of ​​not more than 400 square meters are opened. m ".

Buryatia

The head of the republic, Alexei Tsydenov, was one of the first in Russia to extend the regime “General Self -Insulation” until May 31. He announced this a few days before Putin’s last appeal, on May 9th.

Then, on May 9, Tsydenov signed a document by which he supplemented his decree of March 13 “On additional measures of the protection of the population” with words about “suspension of activities” of companies from March 29 to May 31. And again, the quoting of Putin’s decree was limited only to the spheres themselves, which are allowed to work, but not with the words "while preserving wages for workers."
