If you can’t add money to doctors, you have to draw in the elections

Irkutsk doctors recorded a video message to the President of Russia, which reports: decisions on surcharges for doctors are not regularly implemented since the adoption of May decrees (eight years have passed!), And now employees of medical institutions working during the epidemic do not see new allowances for the fight against coronavirus.

A similar situation is recorded in many other regions of the country:

Doctors risk their lives and die, but they receive money according to the residual principle when the whole system “digested” it.

Direct requirements to “accelerate the bringing of funds to the population” by the country's leadership remain only slogans. Why is this happening?

For the third time, taking over the post of President of Russia, Vladimir Putin promised to support the social sector workers, having tied their salaries to the "middle in the regions". The idea was probably good, but faced difficulties in practical implementation.

According to the decrees, the teachers had to receive a salary not lower than the average in the region, and by 2018 the income of university teachers and doctors in general exceed the average level of salaries in the region by half. The project was transferred to regional authorities, in the budgets of which there is simply no such money. The leaders of specific institutions who went to all kinds of tricks began to be responsible for everything.

Over the years of May decrees, salaries of administrators grew, because their contribution to the average salary is quite significant and improves statistics. People were forced to work half a time so as not to pay the full “average in the region” salary.

In other words, the financing system of the budget sector, built after the May decrees, overgrown with its “traditions”.

And even despite this, by the end of 2018, according to official statistics, only in 16 Russian regions the obligations of the authorities to teachers and doctors were fully fulfilled.

Now, in a force majeure situation, the state is trying to preserve doctors at work, financially stimulate them. However, the system of distribution of money from the budget is rebuilt so that medical officials are not able to honestly and timely pay doctors in a timely manner. Possible criminal liability - and she cannot seriously scare the bureaucrats.

And even when the problem of non -payment of doctors begins to create real political problems to the federal center, the latter does not have effective tools to force the system to work. It remains only to call, threaten and beg “accelerate the bring” (instead of performing a simple banking procedure for transferring money to recipients).

What will now be with voting for a new constitution is unclear. They say that Putin considered the task of reformatting a political system less priority compared to the salvation of a sinking economy. But in September, the authorities should hold a single voting day, during which they risk choked with a wave of folk discontent - in the same Irkutsk region, for example, the election of the governor will be held.

Unable to achieve social justice - and first of all, honest and timely remuneration of doctors during the epidemic - in the Kremlin invents departure routes.

This explains the emergency, literally in an hour, the adoption of the law on “remote and postal vote” in the elections. In September, the most creative, visual forces of the election commission will be thrown to mobilize the remains of the electorate loyal to the Kremlin with “remote methods”.
