
The analytical center (AC) under the Government proposed to reconsider the deadlines for a number of projects of the National Program "Digital Economy", as well as exclude the measures from the project "Information Security", which provided for the state support of 1.6 billion rubles. The cause of such recommendations was the pandemic of coronavirus and the crisis caused by it.
According to the source of Kommersant , familiar with the materials that were considered at a meeting of the Government Commission on May 15, the national program has already violated the terms of the largest projects, including the development of communication networks 5G, the creation of a state unified cloud platform, a typical automated workplace of a civil servant, the venture support of educational projects and other measures at which the results are based on the achievement of the results program. So, according to the AC, in total, out of 231 planned result of the national program in the first quarter, only six were fully implemented, about 150 are in work with varying degrees of deviations from the planned terms, and 66 are recognized as unfulfilled (relevant data were not received for more). At the same time, the largest number of unrealized measures (20 out of 74) was on the federal project "Digital Public Administration".
The AC also reported that there were no planned indicators in the first quarter, however, the main risk for its implementation could be the exclusion of a number of state support measures, coupled with the reformatting of the entire system of support for through technologies. Among other things, work on the development of artificial intelligence (AI) may be excluded from the project.
Experts believe that an epidemic of coronavirus can negatively affect the implementation of the program and propose to prepare a plan for the transfer of a number of events. In addition, the AC recommendations indicate the exclusion of some measures from the information security project and the redistribution of 1.6 billion rubles on other project events laid down on their execution.
The head of the AC Konstantin Kalinin told the publication that so far the execution of the national program is generally evaluated as satisfactory, and analysts expect that by July 1, performers make up for a number of tasks. So far, on the performance of tasks for this year, the AC does not see critical risks, but recognize the influence of the epidemic on the situation with the implementation of the program.
The Ministry of Communications did not comment on the conclusions and recommendations of the AC, but in the ANO "Digital Economy" (engaged in coordination of interaction between business and the state within the framework of the national program) did not respond to the request of the publication.
According to the founder of the ANO "Information Culture" Ivan Begin, the difficulties with the implementation of the national program "digital economy", among other things, are associated with the change of government and the personnel of the personnel, as well as the fact that the initial program was unrealized. According to runaway, after the pandemic, budgetary funds will be aimed at restoring the economy, and not at digitalization, and only programs related to the support of the social sphere will be relevant.
