"The convicted citizen of Tajikistan from IK-15 on May 15, 2020, when it ended, was supposed to go home, to his wife and children with citizenship of the Russian Federation. However, the Ministry of Justice of the Russian Federation on February 20, 2020 announced his undesirable stay in Russia, and the GUMVD in the Irkutsk region already decided on its deportation. As a result, he will not be able to come to Russia and the child to the next 8 years, the judge of the Angarsk Court granted the CUMBILITY AND THE STRECTION OF THE Special Reception, I do not understand this - it is not an offender, the Ministry of Internal Affairs cannot deport it, since from April 11, Tajikistan closed its borders due to pandemia. According to her, the very decision on deportation is contrary to Russian legislation, according to which each child has the right to live and educate in a full family (Article 54 of the Family Code of the Russian Federation), as well as the 8th article of the European Convention on Human Rights (the right to respect private and family life).
In addition, human rights activists refer to the recommendations of the Ministry of Internal Affairs of the Russian Federation to regional departments (are at the disposal of the editorial office), according to which the head of the regional department could not decide on deportation. Lawyers intend to apply for the illegality of the decision to the prosecutor's office. “Since the decision of the Ministry of Internal Affairs on deportation was made on May 9, after the rebellion in IK -15, I think it could be accepted under the influence of events,” Khmenkova summed up.
On April 10, 2020, a rebellion in IK-15, according to convicts, began with the beating of one of the colony employee. Then he opened his veins and published a video message. According to the victim, due to the appearance of the video, the FSIN employees beat him again. After that, in protest, the wounds were inflicted by all prisoners in the hut - 17 people.
As a result of the rebellion, about 300 people were injured, of which 200 inflicted injuries in protest against torture. Prisoners and their relatives claim that two people died, the FSIN denies this. According to official figures, nine prisoners entered the medical insulator of the colony with injuries. The body of another was found later under the rubble after the fire.
The whereabouts of 54 prisoners participating in the riot is still unknown . Relatives and lawyers believe that the FSIN "stretch time and wait until they have healed all the injuries." It was reported that the rebels were distributed according to other colonies, but by which there is no information either.
The GUFSIN of Russia in the Irkutsk region officially rejected the death of the death of a prisoner with a spinal fracture in the Voronezh hospital after a rebellion in the Angarsk colony No. 15. The department said that other regions of Russia convicted from IK-15 did not transfer. Also, none of the riot participants, according to the FSIN, were diagnosed with a compression fracture of the spine. Human rights activists said that the victim Anton K. was issued to relatives in the Irkutsk region after the rebellion and the spine on the spine still alive - after transportation to Voronezh, he died.
On April 15, the Minister of Justice of Russia Konstantin Chuychenko said that the rebellion was arranged by some "external forces." In his opinion, the conditions in the colony were decent, and there were no prerequisites for indignation from convicts.
Later, the legal department of the Federal Penitentiary Service of Russia confirmed that on April 9-10, 2020, physical force and special equipment in relation to 415 convicted correctional colony No. 15 in Angarsk was applied.
